AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, ESTABLISHING PARKING
REGULATIONS FOR HARBOR BOULEVARD BEITAEEN WEST 19th
STREET AND WILSON STREET AND REPEALING ORDINANCES IN
CONFLICT THEREWITH.
The City Council of the City ofCosta Mesa, California, does
ordain as follows:
SECTION 1. There is hereby added to the Municipal Code of
the City of Costa Mesa, new sections reading as follows:
"Sec. 3449.1 Parking Regulations: Harbor Boulevard
between Bernard Street and West 19th Street.
"No parking shall be allowed at any time on Harbor
Boulevard between Bernard Street (situated Westerly of Harbor
Boulevard) and West 19th Street, exc,nt in establisher: Marking bays.
"Sec. 3449.2. Parking ReCulations: Harbor Boulevard
between idilson Street and Victoria Street.
"No parking shall be allowedat any time on that
portion of Harbor Boulevard between Wilson Street and Victoria
Street except in established parking bays.
"Sec. 3449.3. Parking Prohibited: Harbor Boulevard at
Intersections with Bernard Street, Victoria Street and Hamilton
Street.
"No parking shall be allowed at any time on the
following designated portions of Harbor Boulevard:
"(1) On the North side of Harbor Boulevard at its
intersection with Bernard Street for the distance necessary to
protect the left turn pocket as determined by the City Engineer.
11(2) On the South side of Harbor Boulevard at its
intersection with Victoria Street for the distance necessary to
protect the left turn pocket as determined by the City Engineer.
"(3) On both sides of Harbor Boulevard at its
intersection with Hamilton Street for the distance necessary to
protect the left turn pocket as determined by the City Engineer.

"Sec. 3449.4. Permitted Parking: Harbor Boulevard between
Bernard Street and Victoria Street.
"Parking shall be allowedon that portion of Harbor
Boulevard between Bernard Street (situated westerly of Harbor
Boulevard) and Victoria Street, except as provided in Sec. 3449.3,
and except between the hours of 7:00 o'clock A.M. and 9:00 o'clock
A.M. and between the hours of 3:00 o'clock P.M. and 6:00 o'clock
P.M. The 7:00 A.M. to 9:00 A.M. and 3:00 P.M. to 6:00 P.M. pro-
hibitions shall not apply to authorized parking bays.
"Sec. 3449.5. Parking Bay Defined.
"Parking Bays are the areas behind the existing curb
located on public rights of way and approved in accordance with
City standards for parking purposes.
"Sec. 3449.6. Parking Bays - How Established.
"Any person desiring to establish narking bays shall
make application to the Street Department of the City of Costa Mesa,
and the Street Department shall issue a permit provided the
applicant agrees to conform to the standards of the City for the
establishment of parking bays.
"Sec. 3449.7. Parking Bay Standards.
"The Street Department of the City of Costa Mesa shall
prepare and submit to the City Council standards for parking bays
for Harbor Boulevard parking and the City Council shall by resolution
adopt standards for such parking bays. "
SECTION 2. This ordinance shall be enforced upon the
placement of the proper marking of the curbs and the placement
of signs.
SECTION 3. Ordinance No. 364 adopted by the City Council
on the 5th day of June, 1961, is hereby repealed.
SECTION 4. That portion of Ordinance No. 421 adopted by
the City Council on the 4th day of December, 1961, reading as follows:

"When authorized signs are in place giving notice thereof,
no person shall stop, stand or park any vehicle on either
side of Harbor Boulevard between 19th .Street and Wilson
Street between the hours of 3:00 p.m. and 6:00 p.m. of any
day. 11
is hereby repealed.
SECTION 5• This ordinance is declared to be an urgency ordinance necessary
for the imediate preservation of public safety. The facts constituting the
urgency are as follows: the increase in traffic volume on Harbor Boulevard
between blest 19th Street and Wilson Street has created a hazard to the safety
of persons and vehicles traveling on said street and requires immediate control
to prevent danger to persons and vehicles.
SECTION 6. This ordinance shall become effective upon its adoption.
