G AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, AMENDING SECTION 2711 OF THE MUNICIPAL CODE OF THE CITY OF COSTA MESA REDUCING THE NUMBER OF HOURS OF DUTY FOR FIREMEN. THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. Section 2711 of the Municipal Code of the City of Costa Mesa, California, is hereby amended to read as follows: "SECTION 2711. Same. Fire Department. Firemen shall be employed on a shift basin, consisting of twenty-four (24) hours on duty and twenty-four (24) hours off duty, with a minimum of sixty-seven (67) hours of duty during each seven (7) day period. Firemen shall work each day as such day may fall in the scheduled assignments of duties as specified by the Fire Chief, regardless of legal holidays, and the working of any legal holiday shall not entitle such employee to extra time off, overtime, or additional compensation, except as hereinafter specifically set forth. He shall, however, accrue credit for holiday pay purposes, not to exceed one year's accrual, based each calendar year upon the number of days (excluding Saturdays and Sundays) in that year on which the general City offices are closed in observance of legal holidays, accrual to be at the rate of one -twelfth (1/12) of a full year's credit for each month of service during that year. -1- At least once each calendar year, at a time desig- nated by the City Manager, each Fireman shall be paid in a lump sum, at a rate equal to his current regular compensation, for all such accrued holiday pay. SECTION 2. This Ordinance is an urgency ordinance; facts constituting the urgency are as follows: A study has just been completed showing that the. effectiveness of Firemen serving a minimum of seventy-two (72) hours of duty during each seven (7) day period is reduced, thereby decreasing the highest efficiency for saving lives and property within the City of Costa Mesa. SECTION 3. This Ordinance shall take effect and be in full force immediately upon its adoption and passage, and prior to the expiration of fifteen (15) days from its passage shall be published once in the Orange Coast Daily Pilot, a newspaper of general circulation, printed and published in the City of Costa Mesa, together with the names of the mem- bers of the City Council voting for and against the same.
