Air samples were analyzed in general accordance with the National institute for Occupadonat Safety and Health(NI05H) Method 7400. This method describes air sampling parameters and a protocol for analyzing air samples via Phase Contract Microscopy (PCM). The NIOSH Method 7400 dcscrthes a procedure which provides results that indicate approximate concentrations of any type of airborne particulate matter which meet specified aspect ratio and size criteria. Particulate matter which meets the specified criteria are classified as fibers. The method does not count all fibers in all size ranges nor does it differentiate asbestos fiber from other typesof fibers. PCM analysis of air samples was performed at Tri- N's field laboratory located at the site. Air samples obtained to determine if the abatement work arra met final air clearance criteria were collected and analyzed in general accordance with the Environmental . . Protection Agency's(EPA) Recommended clearance criterion of 0.01 f/ec. Based on the aaachal laboratory results and our visual observations. this building Is able to be occupied without respiratory protection. Brown CITY OF COSTA MESA Building Department Post Office Box 1200 Costa Mesa, California 92628-1200 Re: Lafayette Place 1765 Santa Ana Avenue Costa Mesa, California 92627 Dear Mr. Brown: • The following summarizes the points discussed at our meeting on April 2, 1998 at 10:00 a.m., regarding the City of Costa Mesa providing final occupancy certification for the • above-referenced property. 1. AQMD environmental certifications shall be provided for Buildings 1, 8, 10, 11, 12 and 13. 2. Roof certifications shall be provided for all roofs on the property, including the recreation building, with the exception of Buildings 10, 11 and 12. As I had mentioned in the meeting, the roofing subcontractor's solvency is questionable at this time- If we are unable to obtain the roof certifications, I will send a letter indicating such to the City. 3. Bay Apartment Communities will continue to work with the landscape/irrigation subcontractor to pull the permit for the irrigation, and provide excavation around the backflow prevention valves for inspection by Pete Tenace. 4. Electrical - I will call Steve Hooper of Glumac to discuss the issues that Randy Buck (Electrical Inspector) has with the plans, and shall work to provide the site lighting plans/as-built drawings for the property. 5. Pete Tenace has indicated that a gas test was never conducted on Building 1. I will contact Col-Web Plumbing to determine the best course of action to coordinate a gas test for this building. (After the meeting, this test was scheduled for April 3, 1998 at 10:00 a.m.) 4440 Von Karman.
