POLICY Limited authority for refund authorization shall be delegated to the City staff. The refund form must be signed by the department head of the initiating department and then forwarded to either the Finance Director or the City Manager for their countersignature. The Finance Director shall be allowed to authorize any amount up to $1,750; the City Manager shall be allowed to authorize any amount up to 53,500, and any amount over $3,500 will require City Manager's approval with City Council concurrence. PROCEDURE 1. Refunds are to be researched by the initiating department. 2. The initiating department will then fill out a Refund Request Form and submit it to either: a. The Finance Director for any amount under 51,750; b. The City Manager up to and including $3,500; c. The City Manager with City Council concurrence for any amount over $3,500. 3. The approved form will then be forwarded to the Finance Department for payment. 4.
