HomeMy WebLinkAbout62-27 Private Fire Warning SystemsORDINANCE NO.Z —9 ;j 7 AN ORDINANCE OF THE CITY OF COSTA MESA AMENDING THE MUNICIPAL CODE OF THE CITY OF COSTA MESA BY THE ADDITICN TO CHAPTER VI THEREOF OF ARTICLE 10 ENTITLED "PRIVATE FIRE WARNING SYSTEMS." The City Council of the City of Costa Mesa does hereby ordain as follows: SECTION 1. The Municipal Code of the City of Costa Mesa is hereby amended by the addition to Chapter VI thereof of Article 10 entitled "Private Fire Warning Systems" as follows: ARTICLE. 10. PRIVATE FIRE WARNING SYSTEMS Sec. 61000. Purpose. The purpose of this article is to establish strict supervision and control of the sale and installation of private fixe warning systems in order that the public''i a t and welfare is protected. Sec. 61001. Scope. The provisions of this Article shall apply to all private fire warning systems installed in the City of Costa Mesa in those occupancies not required by law to have a Fire Alarm System. Sec. 61002, Definitions: 1. Alarm: An audible signal indicating a fire. 2. Approved: Shall mean approved by the Fire Department. 3. Electrical Supervision: A system so designed that failure of any conductors, equipment or sources of energy, will (a) operate a "trouble signal" at the control panel or on extension "trouble signals" where desired, or (b) will activate the alarm, 4, Private Fire Warning System: Shall include all devices, controls, and circuits; together with the energy necessary to sound alarms, electrically supervise the system where required, and actuate the alarm bells, trouble bells or trouble signals. Non - interconnected, unit -type devices which sound an alarm only at the point of detection are not acceptable. -1- 5. Heat Activated Detectors: Shall mean detectors capable of reacting to rapidly rising or elevated temperatures. 6. Smoke Activated Detectors: Shall mean detectors capable of reacting to the presence of smoke at a visibility cut-off level of 4%. 7. Products of Combustion Detectors: Shall mean devices capable of detecting products of combustion without being dependent upon the presence of heat, smoke or flame, and in connection with devices or equipment designed to sound an alarm indicating an emergency. 8. Trouble Signal: A visible or audible warning device that will be activated upon failure or loss of primary power and will indicate that the system is operating on secondary power, or will be activated by a fault in a supervised circuit within the system. Sec. 61003. General Requirements. 1. Approved EquipmeAt. All devices,combination of devices and other equipment installed for fire warning systems shall be approved by the Costa Mesa Fire Department. 2. Permit Required. Systems that operate above 15 volts and generate, transmit, transform,utilize or control more than 25 watts or voltamperes of electricity require a permit from the Building Department of the City of Costa Mesa. 3. Inspection; Companies or individuals installing approved Private Fire Warning Systems shall, by the tenth day of each month, submit to the Fire Department a list showing addresses where such systems were installed during the previous month. The Department at its discretion may inspect any or all of such installations. Sec. 61004. Installation and Design. 1. Workmanship: Private Fire Warning Systems shall be installed in a workmanlike manner and in conformity with the plans and specifications submitted. -2- 2. Electrical Power Supply: Every Private Fire Warning System shall be supplied with primary power from thealternating current furnishing power to the occupancy in which it is installed. The system shall also be provided with battery standby power so connected that the battery will automatically operate the system in the event of loss of primary power, Batteries shall be capable of (a) operating the system under full load conditions for twenty minutes, (b) supervise the system for one week (if system has electrically supervised circuits), and (c) have a shelf life of at least one year. Systems may have the control panel or power supply connected to the electrical service by a flexible cord and plug, provided: (a) It is equipped with an approved transformer (or transformer and rectifier if system operates on DC) as an integral portion of the control panel; (b) The conductors of the cord are not less than #18 AWG; (c) The plug is connected to the receptacle in such a manner as to be removed only with a suitable tool; (d) The cord is approved; (e) The control panel contains or can be connected to an approved battery. 3. Wiring: Conductors of Private Fire Warning Systems shall not occupy any raceway, compartment, outlet box, junction box or other wiring enclosures containing conductors supplying power or light. Wiring of Private Fire Warning Systems that operate at 3o volts or less used for fire alarm or fire detector circuits: (a) Shall be of solid copper wire not smaller than #19 AWG. (b) Shall be listed by an approved testing laboratory as acceptable for the use intended. (c) May be exposed on ceilings and on walls if not less than 710" from the floor. Conductors installed less than 710" from the floor shall be enclosed in approved conduit or raceways. MIS d. Where passed through floors or walls shall be adequately protected against injury. e. Shall have overcurrent protection devices as follows: (1) 15 to 30 volts -- not more than 3 amps. (2) 15 volts or less -- not more than 5 amps. 4. Detectors: a. Design: All detecting devices for private fire warning systems shall be automatic devices actuated by heat, smoke, or products of combustion. All Private Fire.Warning Systems shall be actuated either by (a) products of combustion detectors or by (b) a combination of heat activated and smoke activated detectors. Exception: Private Fire Warning Systems installed in industrial or commercial occupancies may be actuated by heat activated detectors only. All alarm actuating devices and sounding devices shall be approved equipment. Heat activated detectors shall have a maximum temperature rating of 140° F. Exceptions: Attic areas and high temperature rooms: heater rooms, etc. b. Spacing: Detector spacing shall not exceed the maximum area and line spacing for which they are approved. Combination rate -of - rise and fixed temperature detectors shall be spaced as requiredfor fixed temperature devices. c. Location: Detectors shall be located in all areas throughout the premises, including closets and attics. No portion of the occupancy or premises shall be exempted without written permission of the Department. d. Support: Detectors shall be supported in all cases independently of their attachment to wires. -4- e. Supervision: Detectors shall be installed on a supervised circuit or on looped circuits which will operate both ways from a break or fault to the control panel. S. Alarm: The alarm sounding devices shall be of such volume and so located that they will be heard at any location within the dwelling when all intervening doors are closed. Alarm sounding devices shall be installed on supervised circuits or on at least two non -supervised circuits each entirely separate from the other. 6. Trouble Signal: The system shall be provided with a visual or audible trouble -indicating device that will be actuated when the primary power has been interrupted. In electrically supervised systems the trouble signal will be actuated upon the occurrence of abreak or ground in the wiring circuits which would prevent the required operation of the system, as well as indicate that the system is being operated by the battery. Visual trouble indicators shall be in a conspicuous location to insure being detected. 7. Control Panel: Private fire warning systems shall be equipped witk approved control panels containing the necessary relays, connectors, switches, etc., for the proper operation of the systems. SECTION 2. Should any section, clause or provision of this ' Ordinance be declared invalid, the same shall not affect the validity of the Ordinance as a whole, or parts thereof other than the part so found to be invalid. SECTION 3. This Ordinance shall take effect and be in full force thirty (3) days from and after its passage, and prior to the expiration of fifteen (15) days from the passage thereof shall be published in the ORANGE COAST DAILY PILOT, a newspaper of general circulation, printed and published in the City of Costa Mesa, together with the names of the members of the City Council voting for and against the same.
