TUESDAY, FEBRUARY 13, 2018
CALL TO ORDER
The Closed Session was called to order by the Mayor at 5:10 p.m. in the Council
Chambers at Costa Mesa City Hall, 77 Fair Drive, Costa Mesa, California.
ROLL CALL
Present: Council Member Righeimer, Mayor Pro Tem Mansoor, and Mayor Genis.
Absent: Council Member Foley and Council Member Stephens.
PUBLIC COMMENTS (00:00:11)
Speaker, stated there is no data that supports a need for additional sports fields.

Beth Refakes, Costa Mesa, spoke on addressing Fairview Park issues since the
initiative passed; and spending monies on an animal shelter instead of the Bark Park
renovation. (00:03:37)
Brett Woods, of AYSO Region 97 and Costa Mesa United, spoke on a need for more
sports fields. (00:05:20)
Speaker, requested data that supports a need for sports fields; spoke on spending
monies on an animal shelter instead of the Bark Park renovation; and spoke in support
of open space, and preserving Fairview Park. (00:06:32)
Anna Vrska, Costa Mesa, expressed concerns on the report and financial expectations;
spoke on the pension liability; requested the appendix; spoke on Fairview Park; the
Bark Park; and a shortage of lighted fields and the ethnic makeup of teams. (00:08:11)
Mark Arblaster, Newport -Mesa Soccer Club, spoke on a shortage of sports fields;
converting existing facilities to fields; and the ethnic makeup of teams. (00:10:30)
Robin Leffler, Costa Mesa, spoke on Mesa Verde Community Inc. and removal of the
Tanager pool that was listed in an earlier draft the master plan. (00:12:48)

1. PARKS, RECREATION AND OPEN SPACE MASTER PLAN (00:14:30)

Justin Martin, Parks & Community Services Director, presented the staff report.

Project Manager Zachary Mueting, RJM Design Group, provided a power point
presentation pertaining to the process. (00:16:40)
Discussion ensued on lighting of fields; artificial turf; and turf rest. (00:51:12)
Discussion ensued on various surveys used to support data in the report; a sub -analysis
report as part of the budget process; and a pool concept that was included in an earlier
draft. (00:52:42)
Mayor Genis spoke on the acreage analysis; the Shalimar Park area; and the General
Plan park standard of 4.26 acres of parkland for every 1000 residents. (00:58:46)
Discussion ensued on new parkland acquisition or park growth in neighboring parcels;
an increase in mobile recreation programs at highlighted opportunity sites; and the
tracking of parcels for potential land acquisition for future park development. (01:02:08)
Mayor Pro Tem Mansoor spoke on the Bark Park renovation and on the animal shelter
not being part of the Master Plan process since it is not a recreation facility. (01:06:18)
