MESA TO INCREASE THE PRIMA FACIE SPEED LIMIT ON A PORTION OF VICTORIA STREET. The City Council of the City of Costa Mesa does hereby ordain as follows: SECTION J. Section 3461 of the Municipal Code of the City of Costa Mesa is, after a determination made upon the basis of an engineering and traffic survey, amended by the addition thereto of the following declared prima facie speed limit for a portion of Victoria Street: "VICTORIA STREET from Placentia Avenue to the creat City limits 35 MPH" SECTION 2. This Ordinance shall take effect and be in full force thirty (30) days from and after its passage, and prhor to the expiration of fifteen (15) days from the passage thereof, this Ordinance, together with the names of the members of the City Council voting for and against the same, shall be published once in the ORANGE COAST DAILY PILOT, a newspaper of general circulation, printed and published in the City of Costa Mesa.
