of the portable restrooms; and legal issues related to terminating the pilot program if

SUBSTITUTE MOTION: (1) Moving forward with the six-month pilot mobile
restroom program for the homeless population at the budget set forth in the report;
and (2) not have the portable restroom at Anaheim and 18th Street; and (3)
authorize the City Manager to terminate the program before the six months should
there be any unintended consequences. The motion died due to lack of a second.

ACTION:
City Council directed staff to do the following:
1. Continue to monitor the airport noise issues and explore/implement public
feedback portals on the City's Website; and
2. Send the letter to Jetblue; and
3. Create a Task Force, which consists of two (2) Council Members and one (1)
Costa Mesa resident appointed by the Mayor, to attend the Aviation
Committee meetings and report back to City Council; and
4. For the Task Force to seek a contract with a consultant to represent the City
for noise issues and contracts and seek a proposal for a preliminary aircraft
noise study.
