HomeMy WebLinkAbout70-21 - Creating Airport Advisory Committee1 ORDINANCE NO. 2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA RELATING TO THE CREATION AND ESTABLISHMENT OF AN AIRPORT 3 ADVISORY COMMITTEE; FINDING AND DETERMINING A NEED THEREFOR; PROVIDING FOR ITS MEMBERSHIP; SETTING FORTH ITS POWERS AND 4 DUTIES AND GENERALLY INITIATING ITS PURPOSES. 5 THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, DOES 6 HEREBY ORDAIN AS FOLLOWS: 7 SECTION 1. The City Council of the City of Costa Mesa does 8 hereby make the following findings and declarations: 9 That WHEREAS, the City Council of the City of Costa Mesa deem 10 it necessary to investigate the impact the Orange County Airport 11 has on the economic and social aspects of the environment 12 surrounding said Orange County Airport and cities in its sphere 13 of influence; and 14 WHEREAS, the aviation facilities presently existing at the 15 Orange County Airport are necessary to meet the needs of the 16! citizens of Costa Mesa and Orange County; and 17 WHEREAS, these needs will become even greater in the next 18 decade; and 19 WHEREAS, fragmentation of the various citizen groups which 20 have been appointed to study the aviation problems stemming from 21 the Orange county Airport have not shown progress so as to provide 22 solutions to the aviation problems. 23 Accordingly, there is hereby added to the Costa Mesa Municipa 24 code, Chapter II, Article 5.6, Section 2500.10 and sequel which 25 shall read as follows: 26 CHAPTER II 27 ARTICLE 5.6 28 Airport Advisory Committee 29 Sec. 2500.10. Pu pose. 30 That the City Council of the City of Costa Mesa does 31 find and declare that there is a need for an Airport 32 Advisory Committee consisting of knowledgeable persons to -1- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 investigate various aviation problems and to report to the City Council and other governing bodies in the Orange County area and to recommend solutions consistent with good planning and municipal policy for any of said problems. Sec. 2500.11 Committee Established There is hereby established as a part of the governing body of the City of Costa Mesa an Airport Advisory Committee whose function it shall be to advise the City Council for the City of Costa Mesa on aviation matters as will effect the health, safety and welfare of the citizens of the City of Costa Mesa and to undertake such investigations and fact finding proceedings as are necessary in connection therewith. Sec. 2500.12 Regular Members Said committee shall consist of not less than seven (7) members and shall be appointed by the Mayor subject to the approval of a majority vote of the City Council. Sec. 2500.13 Term All members of the committee shall be appointed for a term of four (4) years. At the initial meeting of the committee following its appointment by the City council, said members shall draw lots for terms with three (3) committeemen terms to expire in two (2) years from the date of said appointment and with the remaining four (4) committeemen's terms to expire four (4) years from the date of said appoint- ment. Sec. 2500.14 Requirements for Appointment All regular members shall be qualified electors of the City of Costa Mesa and shall reside within the corporate limits of the City of costa Mesa_ Appointees shall be either aircraft pilots licensed by the Federal Aviation Association or other type of licensed certificated person under Federal Aviation Association rules and regulations or such other -2- 1 2 3 4 5 6 7; 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 person having a connection with aviation in such a manner as to be in the opinion of the City a qualified advisor to the City Council on aviation matters. Sec. 2500.15 Powers and Duties The committee shall serve as an advisory board to the City Council. The committee shall gather and analyze statistics concerning aviation matters and shall recommend solutions for problems uncovered by the committee's fact finding processes and procedures. The committee shall also make recommendations to the City Council on other matters where aviation industry indirectly effects non - aviation related activities within the city. Sec. 2500.16 Meetings The committee shall meet not less than once a month, and oftener, as may be necessary, if so determined by a majority of the committee. Meetings shall take place in the City Hall unless special problems necessitate meeting elsewhere. The committee shall choose its own presiding officer, and such other officers as may be needed. Members may be reimbursed for their actual expenses incurred in the course of committee duties. Sec. 2500.17 Staff Within the limitations of funds appropriated in the annu 1 budget, the City Council may provide for such employees as they may determine to assist the City government in the soldtion of aviation problems. such employees shall be appointed by the City Manager and shall be responsible to him Employees of the city, designated by the City Manager to perform the work in the field of aviation,shall provide assistance to and work in harmony with the Aviation Advisory Committee to the end that the policies of the city, as specified by the city council, are carried out. " SECTION 2, This ordinance shall take effect and be in full force thirty (30) days from and after its passage and prior to the expiration of fifteen (15) days from its passage shall be published once in the Orange Coast Daily Pilot, a newspaper of general circulation, printed and published in the City of Costa Mesa, together with the names of the members of the City Council voting for and against same.
