THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. The City Council of the City of Costa Mesa does hereby find and declare that it is necessary for the convenience of conducting City Council meetings that the order of business on the agenda be from time to time changed or modified without resort to an amendment of Section 2203 of the Costa Mesa Municipal Code. The City Council further finds and declares that the rigid and flexible order as established by Section 2203 may from time to time handicap the City Council in conducting people's business in a manner which may result in inefficiency, delay and irreparable harm to parties having business before the City Council. Accordingly, Section 2203 of the Costa Mesa Municipal Code is amended as shall hereinafter appear. SECTION 2. Section 2203 of the Costa Mesa Municipal Code is hereby amended by striking the last sentence of said section which reads: ,,The order of business set forth above may at any meeting on motion duly made and carried, be changed or suspended for the period of such meeting." and substituting in lieu thereof the following paragraph: ,,The order of business set forth in this section may at any meeting, on motion duly made and carried, be changed or suspended for the period of such meeting. In like manner the order of business as set forth herein nay from time to time be changed by revision, elimination, substitution or change in order of agenda headings or in such other manner as the City Council finds necessary for the speedy and efficient conduct of business. Such change shall be effective on subsequent agendas until further Council action." SECTION 3. This ordinance shall take effect and be in full force and effect thirty (30) days from and after its passage, and before the expiration of fifteen (15) days after its passage shall be published once in the ORANGE COAST DAILY PILOT, a newspaper of general circulation printed and published in the City of Costa Mesa, together with the names of the members of the City Council voting for and against the same.
