ORDINANCE NO. ?-2-/9-
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA AMENDING SECTION 9350.1 (b) OF
DIVISION V, ARTICLE 3, CHAPTER 9 OF THE COSTA
MESA MUNICIPAL CODE, RELATING OFF-STREET
PARKING AND GARAGES AND CHANGING THE FORMULA
REQUIREMENT THEREFOR.
6 THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
7 ORDAIN AS FOLLOWS:
8 SECTION 1. The City Council of the City of Costa Mesa
9 finds and declares that the application of Section 9350.1 of the
10 Costa Mesa Municipal Code as it is now written, is .not in keeping
11 with present day traffic control requirements. The City Council
12 further finds and declares new requirements are necessary to
13 provide for the smooth and even flow of traffic, and vehicular
14 parking throughout the community.
15 Accordingly, the City Council of the City of Costa Mesa
16 amends Section 9350.1 (b) of Division V, Article 3, Chapter 9 of
17 the Costa Mesa Municipal Code to read as follows:
18 SECTION 2. Section 9350.1 (b)
19 "R-2, R-3 and R-4, including CP designations. There shall
20 be a minimum of one garage for each unit within any development
21 within any of the above zones. In addition to the garage re -
22 quirements as set forth herein, the following open space parking
23 requirements shall be met:
24 A. Resident Parking
25 1. Zero or one bedroom units (to include studio,
26 efficiency, bachelor and other similar terms) shall provide. . 5
27 (one halt) open space per unit.
28 2. Two bedroom units shall provide .B (eight tenths)
29 open parking space per unit.
30 3. Three (or more) bedroom units shall provide 1.0
31 (one) open parking space per unit.
32 B. Guest Parking - Each multiple family development

shall provide guest parking in accordance with the following
standards:
1. One guest space shall be provided for every ten
units. Fraction above .49 shall be rounded up.
2. Guest parking shall be clearly marked and
permanently maintained for individuals visiting within the
development.
C. Bedroom Defined - as used herein, the term bedroom
is used as set forth in Section 92103.2.
D. Reduction of required parking - no owner or manager
shall lease, rent, sell or otherwise make unavailable to
residents and guests the parking required by this Ordinance.
Furthermore, the rental of a dwelling unit shall be deemed to
include the exclusive use of one garage space and equal access to
the required open spaces reserved for residents.
E. Development Standards - All required parking shall be
provided in accordance with the following development standards:
1. Landscaping - an area equal to 5% of the required
paved area shall be provided in landscaping. Required landscaping
shall be separated from paved areas by approved curbing and shall
be provided irrigation facilities. One tree (24" box minimum
size) shall be provided for every 3,000 square feet of paved area.
2. Lighting - All required parking areas and drive-
ways shall be illuminated in accordance with the standards
maintained by the Director of Planning.
3. Front or side yard parking - The required front
and side yards may be utilized for parking purposes if vehicles
are screened from public rights of way in accordance with the
standards maintained by the Director of Planning.
4. Paving under Cover - The paving under required
covered parking spaces shall be cement concrete.
5. Wheel Stops - All required parking spaces shall

be provided approved wheel stops to prevent encroachment of
vehicles over property lines and to protect walks, fences and
landscaping.
F. Carports - The Director of Planning may authorize the
substitution of carports for the. required garages to satisfy, in
part or in whole, the garage requirement if the following condit.
exist:
U 1. Site plan provides adequate security to control
9 vandalism, theft, or other criminal activity.
10 2. Vehicles are adequately screened from public rights
11 of way.
12 3. Said carports are constructed according to the
13 carport standards maintained by the Planning Depart -
14 ment.
15 SECTION 3. This Ordinance shall take effect and be in full
16 force and effect thirty (30) days from and after the passage, and
17 before the expiration of fifteen (15) days after its passage, shall
18 be published once in the Orange Coast Daily Pilot, a newspaper of
19 general circulation printed and published in the City of Costa Mesa
20 together with the names of the members of the City Council voting
21 for and against the same.
