ORDINANCE NO. 7.2-30
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, AMENDING CERTAIN SECTIONS OF CHAPTER
II, ARTICLE 6 RELATING TO PURCHASING, AND IN-
CREASING THE AMOUNTS EXEMPT FROM THE BIDDING
PROCESS.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
ORDAIN AS FOLLOWS:
SECTION 1. The City Council of the City of Costa Mesa finds
and declares that the inhouse cost of processing the bidding
procedures for purchases exceeding $300.00 will exceed the savings
produced by competitive bidding. The Council further finds and
declares that good business practices require that the maximum
amount for purchase without bidding be raised, in order to effect
a savings for the City of Costa Mesa.
The City Council further finds and declares that the
ceiling for purchases without entering the bidding process on
non -emergency purchases should be raised, inasmuch as the increase
in cost of materials and labor since the establishment of the
current limit makes the current limit unrealistic. The Council
further finds and declares that the limit for non-public works
items should be brought in parity with public works items, insofar
as the ceiling for the bidding process is concerned, in order to
eliminate confusion and bring the bidding procedures more
economically under one process.
Accordingly, Section 2609 (a) and Section 2613 of Chapter
II, Article 6 are hereby amended to read as follows:
SECTION 2. "Section 2609 (a) Exceptions: Bidding shall
be dispensed with only when an emergency requires that an order be
placed with the nearest available source of supply, when the
amount involved is less than $500.00, or when the commodity can
be obtained from only one (1) vendor."
"Section 2613 Open Market Procedure.
Purchases of supplies, equipment, contractual services,

1 and sales of personal property of an estimated value in the
2 amount of $3500.00 or less, and in the case of public works in
3 the amount of $3500.00 or less, may be made by the Purchasing
4 Officer in the open market without observing the procedure
5 prescribed in Section 2612."
6 SECTION 3. This ordinance shall take effect and be in
7 full force and effect thirty (30) days from and after its passage,
8 and before the expiration of fifteen (15) days after its passage,
9 shall be published once in the Orange Coast Daily Pilot, a news -
10 paper of general circulation printed and published in the City of
11 Costa Mesa, together with the names of the members of the City
12 Council voting for and against the same. �'llll��'' y
