THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. The City Council of the City of Costa Mesa does hereby find and declare that public hearing has been held according to the pro- visions of Section 65858 of the Government Code; that staff has completed the rough draft report of the comprehensive sign ordinance study; and that it is now necessary to make a survey to determine the equability of the proposed standards.
