HomeMy WebLinkAbout73-09 - Parking Standards in M1 and M2 Zones1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 %W v ORDINANCE NO. 73 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, AMENDING SECTION 9380.0 COSTA MESA MUNICIPAL CODE, RELATING TO PARKING STANDARDS IN M-1 AND M-2 ZONES; ESTABLISHING PARKING AREA DEVELOPMENT STANDARDS FOR SAID ZONES, AND EXPRESSING THE NEED THEREFOR. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. The City Council of the City of Costa Mesa hereby finds and declares that the higher quality of M-1 and M-2 uses within the City of Costa Mesa necessitate a modification of the parking requirements for said zone. The City Council further finds and declares that changing concepts of uses in M-1 and M-2 zones such as industrial parks and improvements of higher aestheti quality require the standards to be set forth, with respect to landscaping of parking lots in said zones. The City Council further finds and declares that the practice of leasing or renting parking spaces in industrial zones constitutes an abuse of the parking requirements of the City. The City Council finally finds and declares that the health, safety and welfare of the industrial manufacturing community within the City requires special attention and modification of parking requirements. Accordingly, Section 9380.0 of Division VIII, of Article 3, Chapter IX, Costa Mesa Municipal Code is hereby amended to read as follows: SECTION 2. "Section 9380.0 M-1 and M-2 Parking Standards. 1. Parking Space Requirements: Off-street parking spaces are required in M-1 and M-2 zones according to the following formulas: A. Three (3) parking spaces shall be provided per one thousand (1,000) square feet of gross building area for the first 25,000 square feet of building. - 1 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 `W d B. Two (2) parking spaces shall be provided per 1,000 square feet of gross building area between 25,001 and 50,000 square feet of building. C. One and one-half (1 1/2) parking spaces shall be provided per 1,000 square feet of gross building area over 50,001 square feet of building. 2. Parking Area Development Standard: 1. Landscaping is required in M-1 and M-2 zones as follows: 1. All off-street parking facilities abutting a public right-of-way shall be bounded by a landscape stri. for the minimum of 10 feet of ground area in width (except for walks and driveways which bisect or encroach upon the required landscape area). 2. In any required off-street parking facility of more than ten (10) spaces, a minimum of fifteen (15) square feet of landscape area shall be provided per required parking space in excess of the first ten (10) parking spaces. 3. One tree (15 gallon minimum size) shall be installed per 200 square feet of landscaped area. 4. All required landscaping shall be separated from paved areas by a six (6) inch high cement concrete curbing and shall be provided with sprinkler facilities, which shall be maintained in an operative condition, all subject to the approval of the Planning Department. S. A landscape plan (including planting material specification) shall be submitted to the Planning Department for approval, prior to any planting in said parking facilities. 6. Every site on which landscaping is required, according to this ordinance, shall be landscaped according to plans approved as specified herein and maintained - 2 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 thereafter in a sightly and well -kept condition, irrigated periodically, trimmed, cultivated, vegetation replaced as needed, and cuttings and leaf droppings removed as often as necessary to insure a neat and orderly appearance. 7. Every parking space shall be clearly marked and such marking shall be maintained in a visible and legible manner. Any broken or damaged bumper will be replaced. B. Parking spaces and back-up aisles shall conform to standards in Exhibit A which are included herein by this reference and made a part hereof. II. Reduction of Required Parking Prohibited: 1. None of the parking required by this ordinance shall be sold, rented, leased or otherwise removed from the common parking area serving the M-1 or M-2 improvement for which said parking was required. III. Loading Areas: 1. The loading area as provided for herein shall not encroach into the required building set -back standard established for M-1 and M-2 zones. 2. All loading areas or loading docks shall be screened from public view in a manner approved by the Planning Department. SECTION 3.
