AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA ADOPTING BY REFERENCE THE 1973 EDITIONS
OF THE UNIFORM BUILDING CODE, THE UNIFORM MECHANICAL
CODE, THE UNIFORM HOUSING CODE, THE UNIFORM PLUMB-
ING CODE, AND THE 1975 NATIONAL ELECTRICAL CODE AND
CERTAIN MODIFICATIONS AND AMENDMENTS TO SAID CODES.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS
FOLLOWS:
SECTION I. The City Council of the City of Costa Mesa hereby finds
and declares that the Uniform Building Code, 1973 Edition; Uniform Mechanical
Code, 1973 Edition; Uniform Housing Code, 1973 Edition; National Electrical
Code, 1975 Edition, and the Uniform Plumbing Code, 1793 Edition, have been
published.
Council further finds and declares that in order to conform with
current building practices, It is in the best interest of the health, safety,
and welfare of the City that said Codes be adopted.
Council further finds and declares that certain amendments to said Codes
as compiled and published are necessary to conform to special circumstances
in the City of Costa Mesa.
Accordingly, Title 5 of the Costa Mesa Municipal Code is hereby amended
to read as follows:
SECTION 2.
Section 5-1 is hereby amended to read as follows:
"Section 5-I, Unlform Codes Adopted. Those certain documents, three
(3) copies of which are on file in the oftice of the City Clerk,
being identified as the Uniform Building Code, 1973 Edition, includ-
ing the appendix thereto, as amended; the Uniform Mechanical Code,
1973 Edition, including the appendix thereto, as amended; the
Uniform Housing Code, 1973 Edition, as published by the Interna-
tional Conference of Building Officials, are hereby adopted as the
Building Code of the City."
SECTION 3.
Section 5-5 Is hereby repealed and a new Section is hereby enacted
as follows:
"Section 5-5, Reinspection Fees. When any inspection of structural,
plumbing, electrical, or heating When
is required due to the
negligence of a permit holder, his agent, or other responsible
person, or due to the failure of said parties to comply with previ-
ous correction notices, a fee of ten dollars ($10.00) may be
charged by the Building Official prior to each such reinspection."
SECTION 4.
Section 5-7 is hereby amended to substitute 1973 for 1970.

Section 5-15 is hereby amended to substitute 1973 for 1970.
SECTION 6.
Section 5-27 is amended to read as follows:
"Section 5-27, Adoption of Codes. That certain published
document, three copies of which are on file in the
office of the City Clerk, being marked and designated as
'National Electrical Code - 19751, and the amendments.
thereto, establishing rules and regulations for the
Installation and operation of electrical wiring, electrical
fixtures and other electrical equipment and appliances;
and that ceratin printed document, three (3) copies of
which are on file in the office of the City Clerk, entitled:
'Uniform Wiring Code of the City of Costa Mesa% amendments
to 1975 National Electric Code, are hereby adopted as the
electrical code of the City, and are hereby referred to,
adopted and made a part thereof to the same effect as though
fully set forth In this chapter."
SECTION 7.
Section 5-28 is hereby repealed.
SECTION 8.
Section 5-41 is hereby amended by substituting 1973 for
SECTION 9.
Section 5-42 is hereby repeated and a new Section is
hereby enacted as follows:
"Section 5-42, Fees. Every applicant for a permit to do
work regulated by this code shall state In writing on the
application form provided for that purpose, the character
of work proposed to be done and the amount and kind In
connection therewith, together with such Information,
pertinent thereto as may be required. Such applicant shall
pay for each permit Issued at the time of issuance, a fee
In accordance with the following schedule, and at the rate
provided for each classification shown herein
Any person who shall commence any work for which a permit
Is required by this code without first having obtained a
permit therefor shall, if subsequently permitted to obtain
a permit, pay double the permit fee fixed by this section
for such work, provided, however, that this provision shall
not apply to emergency work when It shall be proved to the
satisfaction of the Administrative Authority that such
work was urgently necessary and that it was not practical
to obtain a permit therefor before the commencement of the
work. In all such cases a permit must be obtained as soon
as It is practical to do so, and if there be an unreason-
able delay in obtaining such permit, a double fee as herein
provided shall be charged.
For the purpose of thls section, a sanitary plumbing out-
let on or to which a plumbing fixture or appliance may be
set or attached shall be construed to be a fixture. Fees
for reconnection and retest of existing plumbing systems In
relocated buildings shall be based on the number of plumbing
fixtures, gas systems, water heaters, etc., Involved.

When Interceptor traps or house trailer site traps are
"
installed at the same time as a building sewer on any
lot, no sewer permit shall be required for the connec-
tion of any such trap to an appropriate Inlet fittinq
provided In the building sewer by the permittee.
When a permit has been obtained to connect an existing
building or existing work to the public sewer to
connect to a new private disposal facility, backfilling
for private sewage disposal facilities abandoned con-
sequent to such connection is Included in the building
sewer permit.
PLUMBING PERMIT & PLAN CHECK FEES
Permit fee $3.00 and in addition:

For each plumbing fixture or trap or set of fixtures
on one trap (Incl uding water, drainage piping and
backflow protection therefor) .....................$ 3,00

For each building sewer ........................... 2.00

For each water heater and/or vent ................. 2.00
4.
For each gas piping system of one(I) to five (5)
outlets..........................................1 2.00
5.
For each gas piping system of six (6) or more
outlets, per outlet ............................... .50
6.
Rainwater systems, - per drain .................... 2.50
7.
For each industrial waste pre-treatment interceptor,
including its trap and vent, excepting kitchen type
grease Interceptors functioning as fixture traps.. 2.00
8.
For Installation, alteration, or repair of water
piping, and/or water treating equipment (Including
water softeners).................................1 2.00
9.
For repair or alteration of drainage or vent piping 2.00
10.
For each residential lawn sprinkler system on any
one meter Including backflow protection devices
therefor.........................................1 3.00
II.
For each commercial (non-residential) lawn, gardening
or landscape sprinkling system - each backflow
device or valve ................................... 2.10
12.
For vacumn breakers or backflow protective devices
on tanks, vats, etc., or for installation on unpro-
tected plumbing fixtures including necessary water

Plan Check Fee
1. Large Installations For plan checking systems
where wor nvol ves fixtures that discharge
more than ISO waste fixture units:
A. Complete project:
(All systems except standpipes, fire sprinkler,
Irrigation sprinkler and swimming pool piping.)
(1) Apartment building, three stories and lower.
(a) 150, of the permit fee.
(2) All other buildings
(a) 50% of the permit fee.
E. Individual systems (except standpipes and fire
sprinklers)
(1) Water Systems only:
(a) For apartment buildings, three stories
or lower - 9% of thepermit fee
(b) For all other buildings - 30¢ of the
permit fee, Minimum fee ......... $10.50
(2) Conventional waste and vent systems only:
(a) For apartment buildings, three stories
or lower - 6% of the permit fee
(b) For all other buildings
25% of the permit fee
Minimum fee ......................$ 5.00
SECTION 10.
Sections 5-43, 5-44, 5-45, 5-46 and 5-49 are hereby repealed.
SECTION H.
This ordinance shall take effect and be In full force thirty
(30) days from and after its passage and shall, prior to the expiration of
fifteen (15) days from its passage, be published once In the Orange County
Daily Pilot, a newspaper of general circulation, printed and published In the
City of Costa Mesa, together with the names of the members of the City Council
voting for and against the same.
