Bingham: In reference to the letter sent us on April 8, 1963 in regard to property at 2031 Wallace Avenue. At 2:00 Pm, April 9, 1963, I phoned Mr. W. Hardesty to find the exact location of prop- erty in:question as Mr. Hardesty had.not deemed it necessary to state it in his letter. At 3:00 PM, April 9, 1963, I received a return call from himand proceeded to 2031 Wallace, the address,given by him, and found these conditions to .prevail. The residence itselfi.is on a slab-floor ,- 'said floor is between 1" to 3" above finish grade. The carport has been black-topped to within an inch below the finish floor and at this point there is a bit of scaling in one spot on the exterior. The interior, on the whole, showed no dampness to prevail in the dining, living, or bedrooms. The bathroom was in sad condition. My own impression is that the majority of the damage was directly due to the former tenants (this is a rental unit). The tub has a shower head but no enclosure. Water has run down the wall from tub height to floor. The platter:a hasbroken away sotthat it was easy to look and feel the plate and one stud in the wall. There did not seem to be undue dampness on the wood although the plasterrd was quite damp. - 1 - • CITY OF COSTA MESA, C. ,FORNIA From the height of the toilet tank to the floor, once again, the wallboard was deteriorated by excess moisture. From the basin to the floor, again the same situation was evident. In the corner between the toilet and basin, the wall has been broken out showing vent and drainage pipes. No undue sign of dampness on studs or plate. Plaster._•d deteriorated. A small portion of the corner between the basin and tub shows signs of moisture and this, I feel, could be the one place where moisture may be coming into the house. In very close prox- imity to this area, on the exterior, is the hose bib which looks as though it could well be left on quite frequently by children. The only place where the floor showed any sign of dampness was the area in the kitchen bordering the corner of the bathroom between basin and toilet, and this portion of floor did show "fur" between the joints on the asphalt tile. Recommend the owner remove all damaged %pl ter: d, behind toilet, basin, and on wall beside tub. The areas then at the basin and toilet could be checked for leaks to be sure there are none. I feel reasonably sure there are none. True, the house is in need of drainage of some sort but feel this is not where most of the damage is coming from.
