The owner does have a furnace that is functional. She chooses to use space heaters instead of the furnace. Code requires that a residence have heating sufficient to maintain 70 degrees at 3 feet above the floor. In this case we have an owner preference for one form of heat over another. As far as asbestos, there is no evidence of active construction at the residence. Asbestos, if present, is not hazardous unless it becomes friable(airborne).
