SUBJECT: REHABILITATION OF ORANGE AVENUE FROM 17TH STREET TO 18TH STREET - CITY

RECOMMENDATION:
1. Accept the work performed by R.J. Noble Company, and authorize the City Clerk to file the Notice
of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful
Performance Bond one (1) year after the filing date; and release the retention monies 35 days
after the Notice of Completion filing date.
BACKGROUND:
On May 5, 2009, a construction contract in the amount of $371,678.50 was awarded to R.J. Noble
Company, 15505 East Lincoln Avenue, Orange, California, 92869.
This project consisted of the removal of the existing roadway and the construction of full depth asphalt
concrete. Additional work for this contract included localized reconstruction of damaged concrete
sidewalk and driveway approaches; damaged curb and gutter; construction of three new concrete bus
pads; traffic control; traffic striping and pavement markings; and other incidental work as required.

ANALYSIS:
The work required by the contract documents was completed on November 25, 2009, to the
satisfaction of the City Engineer. The final contract cost amounted $341,475. A report of the final
costs is shown herein as Attachment "11".
A summary of the costs is as follows:
Original Contract Cost: $371,678.50
Final Quantity Adjustment: ($ 30,203.50)
Final Contract Cost: $341,475.00
The final contract price reflects an eight percent (8%) decrease to the original contract as a result of
the aforementioned final quantity adjustments.
As of this date, there are no Stop Notices filed against the monies due to R.J. Noble Company.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
There is no fiscal impact due to this item.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The rehabilitation of Orange Avenue from 17TH Street to 18th Street, City Project No. 09-09 has been
completed. It is recommended that the City Council authorize staff to file the Notice of Completion;
release the remaining retention monies 35 days after the Notice of Completion filing date; and release
the bonds accordingly.
