HomeMy WebLinkAbout- - SR-55 Gateway Improvement Project - 2/2/2010CITY COUNCIL AGENDA REPORT MEETING DATE: FEBRUARY 2, 2010 ITEM NUMBER: SUBJECT: PROFESSIONAL SERVICES FOR DESIGN AND ENVIRONMENTAL SERVICES FOR SR -55 GATEWAY IMPROVEMENT PROJECT DATE: JANUARY 21, 2010 FROM: PUBLIC SERVICES DEPARTMENT, TRANSPORTATION SERVICES DIVISION PRESENTATION BY: PETER NAGHAVI, DIRECTOR, DEPARTMENT OF PUBLIC SERVICES FOR FURTHER INFORMATION CONTACT: RAJA SETHURAMAN, MANAGER, TRANSPORTATION SERVICES, (714) 754-5032 RECOMMENDATION: 1) Award a Professional Services Agreement (Attachment 1) to CNC Engineering, Inc., Corporate Park, Suite 101, Irvine, CA 92606-3110, in the amount of $97,069. 2) Authorize the Mayor and the City Clerk to execute the Professional Services Agreement. BACKGROUND: On January 2008, the City was successful in securing a $500,000 grant in Transportation Enhancement Activities (TEA) program funds for the SR -55 Gateway Improvement Project. The project will improve the streetscape at the terminus of the SR -55 freeway directly north of 19`" Street by installing enhanced landscaping, a gateway entry monument sign, and a decorative median barrier wall. The TEA grant is programmed for construction in FY 2010-2011 and requires a 31 percent matching share, or $226,000 for design, construction, and construction engineering expenses. Of this, $106,000 is the City's responsibility which will cover the design cost as well as portions of construction. The remaining $120,000 is to be provided by the State of California Department of Transportation (Caltrans) for the construction phase. On July 28, 2009, staff presented the project to the Redevelopment and Residential Rehabilitation (3R) Committee and requested support for recommendation to the Redevelopment Agency (RDA) to allocate $75,000 toward project design services. The 3R Committee received the project favorably and offered general comments including recommendations on landscaping and design of the entry monument sign. These comments will be incorporated in the design process. On August 11, 2009, the RDA allocated $75,000 towards the City's matching share. At the January 12, 2010, meeting, the RDA approved transfer of an additional $25,000 in funds to the project. This resulted in a total funding availability of $100,000 for the environmental and design phase of the project. As the allocation for design exceeds the assumed $66,000 in grant application, the City will request a reduction in future matching commitment from the City. ANALYSIS: In September 2009, the City issued a Request For Proposals (RFP) to several architectural and engineering firms to provide environmental and design services for the subject project. Four proposals were received in response to the RFP. Transportation Services staff has thoroughly reviewed all proposals and has determined that CNC Engineering, Inc.'s, proposal meets City standards based on qualifications and relative experience. Their proposal of $97,069 is the lowest among those submitted. Based on detailed review of the scope of work to meet requirements of Caltrans, the $97,069 cost by CNC Engineering, Inc., is determined to be reasonable for this project. Staff recommends the award of a design and environmental services agreement to CNC Engineering, Inc. ALTERNATIVES CONSIDERED: One alternative would be to perform the work in-house. However, the scope of work and demands of the project exceed staff's resources and time. A second alternative would be to not undertake this project. Not approving this project could possibly result in forfeiting the $500,000 in TEA grant funds and the streetscape improvements proposed to the entry of Downtown Costa Mesa. FISCAL REVIEW: The City's Redevelopment Agency has allocated a total of $100,000 towards the City's required match and will be used for the environmental and design phase of the SR -55 Gateway Improvement project. The construction phase would be funded by $500,000 from the TEA grant program, $120,000 from the expected contribution by Caltrans, and $6,000 of the remaining City matching funds coming from other sources. LEGAL REVIEW: The City Attorney's office has prepared the attached Professional Services Agreement and has approved the document relative to form. CONCLUSION: After careful review of four proposals submitted for design and environmental services for the SR -55 Gateway Improvement Project, it is recommended that the City Council award the Professional Services Agreement to CNC Engineering, Inc.
