RECOMMENDATION:
1. Accept the work performed by All American Asphalt, and authorize the City Clerk to file the Notice
of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful
Performance Bond one (1) year after the filing date; and release the retention monies 35 days
after the Notice of Completion filing date.
BACKGROUND:
On November 17, 2009, a construction contract was awarded to All American Asphalt, Post Office
Box 2229, Corona, California, 92878-2229.
The pavement rehabilitation for Vanguard Way (from Fair Drive to Fire Station No. 5) consisted of
total reconstruction of the existing pavement. The remaining segment of Vanguard Way (from Fire
Station No. 5 to Newport Boulevard) was milled and overlayed with new asphalt concrete. The work
also included reconstruction of damaged segments of concrete improvements, and the installation of
ADA compliant wheel chair ramps, traffic loops and striping, and other incidental work in accordance
with the contract documents.

ANALYSIS:
The work required by the contract documents was completed on January 22, 2010, to the satisfaction
of the City Engineer. The final contract cost amounted $433,639.31. A report of the final costs is
shown herein as Attachment "1 ".
A summary of the costs is as follows:
Original Contract Cost: $517,646.00
Quantity Adjustment: ($ 84,006.69)
Final Contract Cost: $433,639.31
The final contract price reflects a sixteen percent (16%) decrease to the original contract as a result of the
quantity adjustment.
As of this date, there are no Stop Notices filed against the monies due to All American Asphalt.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
There is no fiscal impact due to this item.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The rehabilitation of Vanguard Way has been completed. It is recommended that the City Council
authorize staff to file the Notice of Completion; release the remaining retention monies 35 days after
the Notice of Completion filing date; and release the bonds accordingly.
