RECOMMENDATION:
1. Accept the work performed by Hardy and Harper, Inc., and authorize the City Clerk to file the
Notice of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful
Performance Bond one (1) year after the filing date; and release the retention monies 35 days
after the Notice of Completion filing date.
BACKGROUND:
On January 19, 2010, a construction contract in the amount of $313,000.00 was awarded to Hardy
and Harper, Inc., 1312 East Warner Avenue, Santa Ana, California, 92705.
The scope of work for this project consisted of pavement rehabilitation; reconstructing damaged curb and
gutter, sidewalk, driveways, cross gutter and spandrel; construction of new ADA compliant ramps; traffic
striping; and all other incidental work as required.

ANALYSIS:
The work required by the contract documents was completed on April 12, 2010, to the satisfaction of
the City Engineer. The final contract cost amounted $304,111.91. A report of the final costs is shown
herein as Attachment "'I".
A summary of the costs is as follows:
Original Contract Cost: $313,000.00
Change Order No. 1: $ 15,650.00
Quantity Adjustments: ($ 24,538.09)
Final Contract Cost: $304,111.91
A Change Order No. 1 in the amount of $15,650.00 was issued to revise the scope of work and to include
the cement treatment of severely wet subgrade at the easterly end of Knowell Place, between Meyer
Place and Maple Avenue.
The final contract price reflects a 2.8 percent (2.8%) decrease to the original contract as a result of the
aforementioned change order and quantity adjustment.
As of this date, there are no Stop Notices filed against the monies due to Hardy and Harper, Inc.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
There is no fiscal impact due to this item.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The CDBG-R Street Improvements Project (Ralcam Place from Thurin Avenue to cul-de-sac, and
Knowell Place from Meyer Place to Maple Avenue), City Project No. 09-27 has been completed. It is
recommended that the City Council authorize staff to file the Notice of Completion; release the
remaining retention monies 35 days after the Notice of Completion filing date; and release the bonds
accordingly.
