PROCTOR AT (714) 754-5688 RECOMMENDATION: That the City Council determine whether to make appointments to fill vacancies on the Child Care and Youth Services Committee and to make an alternate member appointment to the 3R Committee. BACKGROUND: At the April 6, 2010, City Council meeting, Council Members made appointments to various City committees. No applications were received for the Child Care and Youth Services Committee, which has 4 regular and 2 alternate member vacancies. Consequently, the Council Liaison to that Committee, Council Member Katrina Foley, requested that staff continue the recruitment for the Committee for one month to see if any applications are submitted. If none were received, Council Member Foley stated that she may ask that the Ad Hoc Committee be disbanded, as membership has dwindled to three members. Council Members voted 4-0 (Council Member Bever absent) to have staff proceed. One alternate member vacancy currently exists on the Redevelopment and Residential Rehabilitation (3R) Committee. Only one individual submitted an application to serve on this Committee. The applicant, Leonard Filmer, had listed the 3R Committee as a second choice appointment. He had requested to be considered for the Historical Preservation Committee as his first choice and the Cultural Arts Committee as his third choice. Mr. Filmer was appointed as a regular member to the Historical Preservation Committee on April 6th by City Council. Mayor Allan Mansoor and Council Member Gary Monahan are the Council Liaisons to the 3R Committee, and were hesitant to appoint Mr. Filmer as an Alternate Member, as he was appointed to the Historical Preservation Committee. Council Member Monahan requested that staff contact Mr. Filmer to see if he was still interested in serving as an Alternate Member, in addition to his appointment to the Historical Preservation Committee. Council Member Monahan requested that the appointment to the 3R Committee be continued for one month to allow staff time to contact Mr. Filmer and to recruit for the Alternate Member position. On a 4-0 vote (Council Member Bever absent), City Council directed staff to proceed with the requested actions. ANALYSIS: Child Care and Youth Services Committee Staff has received 2 applications from individuals requesting to serve on the Child Care and Youth Services Committee. 3R Committee Staff contacted Mr. Filmer by telephone on April 7, 2010. Mr. Filmer responded that he was still interested in serving on the 3R Committee, but stated that if other individuals apply, he would understand if he was not appointed. Staff has received one additional application for this Committee, for a total of 2 applications. Attachment 1 provides a brief summary on both the Child Care and Youth Services Committee and the 3R Committee, the applicants who have requested appointments or reappointment, as well as the number of vacancies (expired terms and resignations). Supporting documents (Attachment 2) include the current roster this committee and Committee Interest Forms. Budget Prioritization and City Committees At the time of writing this report, the City Council received a Study Session Report for their May 11th meeting on budget prioritization. Attachment B of that report discusses Programs/Service/Facility Impacts from Recommended Reductions. Item #15 lists "Eliminate General Fund support of Committees," with the corresponding narrative noting that the Cultural Arts, Historic Preservation and Child Care and Youth Services Committees being supported by full-time Recreation Division staff. City Council may wish to consider this before appointing members to the Child Care and Youth Services Committee. (The 3R Committee is supported by full-time HCD staff who are not paid through the City's General Fund. The committee is needed to fulfill HUD citizen participation requirements.) ALTERNATIVES CONSIDERED: Disband the Child Care and Youth Services Committee at this time. FISCAL REVIEW: No fiscal review is required for this item. LEGAL REVIEW: No legal review is required for this item. CONCLUSION: City Council needs to determine whether to make appointments to the Child Care and Youth Services Committee, and to appoint an alternate to the 3R Committee. All appointments and reappointments are to expire April of 2011, in accordance with Council Policy 000-2. CAROL C. PROCTOR THOMAS R.
