Accept the work performed by R.J. Noble Company, and authorize the City Clerk to file the Notice of Completion. 2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful Performance Bond one (1) year after the filing date; and release the retention monies 35 days after the Notice of Completion filing date. BACKGROUND: On July 7, 2009, a construction contract in the amount of $1,938,661.00 was awarded to R.J. Noble Company, 15505 East Lincoln Avenue, Orange, California, 92865. The pavement rehabilitation process for South Coast Drive consisted of full depth removal and reconstruction of the existing pavement section. The work also included localized reconstruction of damaged segments of curb and gutter, curb ramps, and reconstruction of portions of the median to improve the geometrics of the roadway. Other work included traffic control, striping, and other incidental work in accordance with the contract documents. Before Rehabilitation Rehabilitation Completed 1 ANALYSIS: The work required by the contract documents was completed on April 30, 2010, to the satisfaction of the City Engineer. The final contract cost amounted to $1,546,143.31. A report of the final costs is shown herein as Attachment "1 ". A summary of the costs is as follows: Original Contract Cost: $1,938,661.00 Final Quantity Adjustment: ($ 392,517.69) Final Contract Cost: $1,546,143.31 The final contract price reflects a twenty percent (20%) decrease to the original contract as a result of the aforementioned final quantity adjustments. As of this date, there are no Stop Notices filed against the monies due to R.J. Noble Company. ALTERNATIVES CONSIDERED: There were no alternatives considered for this item. FISCAL REVIEW: There is no fiscal impact due to this item. LEGAL REVIEW: There is no legal review required on this item. CONCLUSION: The rehabilitation of South Coast Drive (from Fairview Road to Carmel Drive; and from San Leandro Lane to Bear Street), City Project No. 09-11 has been completed. It is recommended that the City Council authorize staff to file the Notice of Completion; release the remaining retention monies 35 days after the Notice of Completion filing date; and release the bonds accordingly.
