BACKGROUND:
On March 16, 2010, the City Council held a public hearing on proposed amendments to the City's
Graffiti Ordinance. The City Council heard several presentations, asked questions and sought
clarification on specific text and sections in the proposed Ordinance. Public input was taken. On a
4-1 vote, Council Member Bever voting no, this item was continued to the City Council meeting of
April 20, 2010, so that staff could modify and refine wording on certain sections of the Ordinance, as
directed by City Council. At the Regular City Council Meeting of April 20, the matter was continued
until June 1, 2010.
Further refinement of the proposed Ordinance warranted a discussion of several policy areas and
was scheduled to be .reviewed by City Council at their April 13 Study Session but the item was
withdrawn due to an impacted agenda. At the May 11, 2010 Study Session, staff was prepared to
make a presentation and facilitate a discussion about the key policy issues that the City Council
would like addressed in an updated Graffiti Ordinance. The Study Session of May 11, 2010 was a
lengthy meeting and due to limited time, the graffiti item was continued to a future Study Session.
At this time, staff requests that the City Council receive and file the item, rather than continue it to a
date -certain meeting. Staff will bring the item back to City Council after input by City Council is
provided at a future Study Session.
