1. Approve the attached resolution (Attachment 1) for the submittal of a grant application to the
State of California's Nature Education Facility Program under the Safe Drinking Water,
Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 for
the Fairview Park Wetlands Outdoor Interpretive Center Project.
2. Authorize the Department of Public Services Director as the City's representative.
BACKGROUND:
Competitive grant applications for the State of California's Nature Education Facility Program under
the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection
Bond Act of 2006 are due on July 1, 2010. Grant awards will be made in December 2010.
ANALYSIS:
The grant application to the Nature Education Facility Program will be for $1,100,000. Funding
will be used for Phase III of the Fairview Park Wetlands and Riparian Habitat Project. Funding
will pay for the construction of an outdoor interpretive center, signage, benches, picnic tables,
decomposed granite trails, and native grassland habitat. Phase I of the project was completed
in September of 2009. Phase II has been designed and staff has submitted several grant
applications to fund its completion.
No City match is required to apply for this grant program. Plans and specifications for this
project have been completed by City staff and a consultant; therefore, the grant funding would
be sufficient to complete Phase III of the Fairview Park Wetlands and Riparian Habitat Project.
If grant funding is approved, construction would begin in early 2011 with completion estimated to
occur by the winter of 2011. To apply for these grant funds a resolution approving the filing of an
application and naming the Public Services Director as the City's authorized representative is
needed.
ALTERNATIVES CONSIDERED:
If the Council chooses not to submit a grant application for this project, staff will continue to pursue
other grant programs and alternative funding.
FISCAL REVIEW:
No City match is required for this grant program.
LEGAL REVIEW:
The proposed resolution is approved as to form.
CONCLUSION:
It is recommended that the Council approve the filing of a grant application with the State of
California's Nature Education Facility Program funded by the Safe Drinking Water, Water
Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 for the
Fairview Park Wetlands Outdoor Interpretive Center Project, Phase III, and authorize the Public
Services Director as the City's representative.
