SUBJECT: APPOINTMENTS TO THE COSTA MESA SENIOR CORPORATION BOARD

RECOMMENDATION:
That the City Council make appointments to the Costa Mesa Senior Corporation Board of
Directors.
BACKGROUND:
The City Council last made appointments to the Costa Mesa Senior Corporation Board on
October 16. 2007. Two of the Directors of the Board had resigned at that time, with their
terms expiring in April 2009.
The individuals appointed to complete the terms of the former Directors were Judy Lindsay
and Patricia Linsky. Their terms were to expire in April 2009. However, in January, 2009,
the Council decided to establish a Senior Center Task Force to review current Senior
Center programs and services; determine enhancements to the facility, programs and
services; and make recommendations to both the City Council and the Costa Mesa Senior
Center Corporation Board. During the work by the Task Force, it was decided that both
Directors Lindsay and Linsky would continue to serve on the Senior Center Corporation
Board until City Council makes appointments at this meeting.
The City and the Costa Mesa Senior Center Board fully executed a new Senior Center
Agreement on June 1, 2010. Based on that agreement, the Council may select up to three
(3) Board of Director positions for appointment. Council appointed Directors serve a 2 -
year term to begin August 2010 and expire in August 2012. Non -Council appointed Board
members serve a 3 -year term.

Staff has received 5 applications for this recruitment. A press release was distributed on
Thursday, June 10, 2010, and again on Tuesday, June 29, 2010 with a deadline for
applications due on July 6, 2010 at 5 pm.
Attachment 1 provides a list of applicants and applications received as of the deadline
date. Attachment 2 is the current roster for the Costa Mesa Senior Corporation Board.

The Senior Corporation's By-laws provide for a Board of Directors composed of not more
than seventeen (17) or less than eleven (11) members.
ALTERNATIVES CONSIDERED:
• Council can appoint less than 3 Directors.
• Council can reject all applications and request a new recruitment.
• Council can nominate other candidates.
FISCAL REVIEW:
No fiscal review is required for this item.
LEGAL REVIEW:
No legal review is required for this item.
CONCLUSION:
By Agreement, City Council may appoint up to 3 persons to the Costa Mesa Senior
Corporation Board of Directors at this time. The appointed Directors serve under the
prevailing conditions of the other Board members and serve a 2 -year term.
