RECOMMENDATION:
1. Accept the work performed by R.J. Noble Company, and authorize the City Clerk to file the Notice
of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful
Performance Bond one (1) year after the filing date; and release the retention monies 35 days
after the Notice of Completion filing date.
BACKGROUND:
On November 17, 2009, a construction contract in the amount of $537,663.00 was awarded to R.J.
Noble Company, 15505 East Lincoln Avenue, Orange, California, 92865.
The rehabilitation process for Bear Street consisted of a full depth removal and reconstruction of the
existing pavement section. The work also included localized reconstruction of damaged concrete
improvements, and the installation of ADA compliant wheel chair ramps. Other work included traffic
control, striping, traffic loops, and incidental work in accordance with the contract documents.

ANALYSIS:
The work required by the contract documents was completed on June 16, 2010, to the satisfaction of
the City Engineer. The final contract cost amounted to $405,903.46. A report of the final costs is
shown herein as Attachment "1 ".
A summary of the costs is as follows:
Original Contract Cost: $537,663.00
Change Order No. 1: ($ 21,300.00)
Quantity Adjustments: ($110,459.54)
Final Contract Cost: $405,903.46
The final contract price reflects a 24.5 percent (24.5%) decrease to the original contract as a result of
the aforementioned final quantity adjustments.
As of this date, there are no Stop Notices filed against the monies due to R.J. Noble Company.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
There is no fiscal impact due to this item.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The rehabilitation of Bear Street (from Baker Street to Bristol Street), City Project No. 09-24 has been
completed. It is recommended that the City Council authorize staff to file the Notice of Completion;
release the remaining retention monies 35 days after the Notice of Completion filing date; and release
the bonds accordingly.
