RE: Resolution in support of CA Jobs Initiative to Suspend the Implementation of AB 32
Dear Mayor Pro Tem Leece:
On behalf of the Costa Mesa Chamber of Commerce, I wish to express support for a resolution supporting the
California Jobs Initiative, a state measure aimed to temporarily suspend the implementation of the California
Global Warming Solutions Act (AB 32), and support the Initiative when it appears on the November 2, 2010 State
Ballot.
In addition to the supporting attachments to Item IX -4 continued from the City Council Public Hearing on May 18,
2010, I cite an article by Michael Gardner, Monday, June 14, 2010 entitled "Initiative Won't Thwart State's
Emissions Fight" (www.signonsandiego.com/news/2010/jun/14/initiative-wont-thwart-states-emissions-fight). Key
points in this article state that "the initiative narrowly targets [AB 32] and its subsequent regulations and likely
would leave other ambitious global warming policies untouched, people on both sides of the ballot measure agree."
• Automakers must still produce models that emit fewer greenhouse gases.
• Utilities must continue to find renewable sources of electricity.
• Cleaner diesel truck engine regulations remain in effect.
• As many as half of California's global warming policies will remain in place.
• The current statewide 2020 target of 20 percent renewable energy resources utilities must use to meet
demand remain in effect — still a 7 percent increase over current levels.
The nonpartisan state legislative analyst concurs that AB 32 regulations will negatively impact California's
recovery from the current down economy. California is already forecasted to recover at a much slower rate than the
rest of the nation. Decisions have to be made and actions have to be taken that will encourage job creation in
California. This initiative will not stop progress toward reducing greenhouse gases, it will only slow that progress
giving California a chance to recover from the current economic downturn.
Thank you for the opportunity to weigh in on this issue and the City Council's consideration of this expression of
support for the above item.
