RECOMMENDATION:
Approve 100% fee waiver status for newly designated Group 1 user organization, California Youth
Soccer League — Costa Mesa Chapter as provided by the terms of the Field Use and Allocation
Policy.
BACKGROUND:
On July 28, 2010, the Parks and Recreation Commission designated California Youth Soccer
League — Costa Mesa Chapter as a Group 1 user organization. California Youth Soccer League —
Costa Mesa Chapter is a non-profit, volunteer driven, recreational soccer league for youth between
the ages of 6 to 14 from the communities of Costa Mesa, Santa Ana, and surrounding cities. They
have 185 Costa Mesa residents out of 212 total participants for 81 % Costa Mesa residency.
California Youth Soccer League — Costa Mesa Chapter has requested the use of two fields,
Monday through Friday from 4:00 p.m. to dusk for practices and will play games on Saturdays or
Sundays from 8:00 a.m. to 5:00 p.m. The Field Use and Allocation Policy provides for Council to
grant Group 1 user organizations 100% waiver of field rental and lighting fees (the Group
Classification section of the Field Use and Allocation Policy is provided as an attachment for your
reference). All other designated Group 1 user organizations have 100% fee waiver status.
ANALYSIS:
California Youth Soccer League — Costa Mesa Chapter meets all the Group 1 user requirements as
provided under the Field Use and Allocation Policy. The organization has an open registration
process that allows for all skill levels, turns no child away, has an "everyone plays" philosophy, and
meets the 75 percent residency requirement.
California Youth Soccer League — Costa Mesa Chapter is a year-round program.
FISCAL REVIEW:
As a designated Group 1 user organization, California Youth Soccer League — Costa Mesa
Chapter is eligible to receive a fee waiver of 100% of field rental and light fees. The current fee
for the use of a utility field is $20 per hour for field use. It would typically cost California Youth
Soccer League — Costa Mesa Chapter $80 a night for field rental (2 hours X 2 fields x $20) and
$320 each for Saturday or Sunday games fees. Annual value of fee waiver is estimated at $28,800.
ALTERNATIVES CONSIDERED:
• Do not approve 100% fee waiver for field rentals.
CONCLUSION
The Parks and Recreation Commission approved the petition by California Youth Soccer League —
Costa Mesa Chapter for Group 1 field user status. As this group meets all requirements for Group 1
status, the Council is requested to approve 100% fee waiver status as provided for in the Field Use
and Allocation Policy.
