Orange County Fairgrounds Authority, A Joint Powers Authority Lease agreement between the
Orange County Fairgrounds Joint Powers Authority (JPA) and the OC Fair and Event Center L.P'
for the 150 -acre property located at 88 Fair Drive, Costa Mesa. Decision by: Orange County Fairgrounds
Authority, A Joint Powers Authority
Reasons for requesting review, appeal or rehearing: The lease addressed by OCFA at the September 7, 2010
meeting were not complete, but lacked full information regarding licensing, naming and community activities
which will new information to which the public is not privy, and the which the public may not be privy in the
future. In addition. the Authority failed to address how finalization of the lease will affect the existing ENA and
MOU, specifically how these agreements would affect the ability of the contracting parties to bid separately
under the process currently being pursued by the California Department of General Services for sale of the
Orange County Fair and Events Center. Members of OCFPS have heard vet -to -be -confirmed rumors
regarding potential participation in that process by parties to the lease/ENA/MOU. This information cannot be
confirmed one way or the other until the September 30. 2010 close of the bid process.
