SUBJECT: APPROVE RESOLUTION FOR THE APPLICATION OF GRANT FUNDS FROM THE
HABITAT CONSERVATION FUND (HCF) GRANT PROGRAM FOR THE FAIRVIEW
PARK WETLANDS AND RIPARIAN HABITAT PLANTING PROJECT

RECOMMENDATION:
1. Approve the attached resolution (Attachment 1) for the submittal of a grant application to the
Habitat Conservation Fund (HCF) Grant Program for the Fairview Park Wetlands and
Riparian Habitat Project.
2. Authorize the Department of Public Services Director as the City's representative.
BACKGROUND:
Competitive grant applications for the HCF Grant Program are due on October 1, 2010. HCF
provides matching grants for the planting and restoration of riparian areas and wetlands.
ANALYSIS:
The grant application to the HCF program will request funding of $225,000 with the City
matching $225,000 of future Park Development Funds for a total project cost of $450,000.
Funding will be used for the Park Wetlands and Riparian Habitat Project (Attachment 2) and will
pay for the planting of nine acres of willow scrub, coastal sage scrub, Sycamore trees, native
grasslands, and irrigation.
If grant funding is approved, construction may begin in Fiscal Year 2011-12 with completion of the
project required by Fiscal Year 2015-16. To apply for these grant funds a resolution approving the
filing of an application and naming the Public Services Director as the City's authorized
representative is needed.
ALTERNATIVES CONSIDERED:
If the Council chooses not to submit a grant application for this project, staff will continue to pursue
other grant programs and alternative funding.
FISCAL REVIEW:
A City match of $225,000 is required for this grant program.
LEGAL REVIEW:
The proposed resolution is approved as to form.
CONCLUSION:
As the competitive grant applications are due, staff recommends that the Council approve the
filing of a grant application with the Habitat Conservation Fund (HCF) Grant Program for the
Fairview Park Wetlands and Riparian Habitat Project and authorize the Public Services Director
as the City's representative.
