RECOMMENDATION:
1. Accept the work performed by All American Asphalt, and authorize the City Clerk to file the
Notice of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the
Faithful Performance Bond one (1) year after the filing date; and release the retention
monies 35 days after the Notice of Completion filing date.
BACKGROUND:
On July 21, 2009, a construction contract in the amount of $993,993.00 was awarded to All
American Asphalt, Post Office Box 2229, Corona, California, 92878. This project provided
needed pavement rehabilitation to eleven (11) streets. The streets and their limits of work are
listed on Attachment 1.
The scope of work for this project consisted of resurfacing the existing roadway with a new
asphalt concrete overlay, localized reconstruction of damaged segments of curb and gutter,
cross gutter and spandrel, and sidewalk. Other work included traffic control, striping, and other
work needed to complete the project in accordance with the contract documents.

ANALYSIS:
The work as required by the contract documents was completed on September 6, 2010 to the
satisfaction of the City Engineer. The final contract cost amounted to $1,086,642.13. A report
of the final costs is shown herein as Attachment 2.
A summary of the costs is as follows:
Original Contract Cost:
$ 993,993.00
Change Order No. 1:
$ 95,175.00
Final Quantity Adjustment:
($ 2,525.87)
Final Contract Cost:
$1,086,642.13
Change Order No. 1 in the amount of $95,175.00 was for the rehabilitation of Rochester Street
from Newport Boulevard to the cul-de-sac east of Orange Avenue.
The final contract price reflects a 9.32 percent (9.32%) increase to the original contract as a result
of the aforementioned final quantity adjustments and change order.
As of this date, there are no Stop Notices filed against the monies due to All American Asphalt.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
This project was funded by Proposition 1 B revenues.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The "Proposition 1 B" Street Maintenance Project, City Project No. 09-05 has been completed. It is
recommended that the City Council authorize staff to file the Notice of Completion; release the
remaining retention monies 35 days after the Notice of Completion filing date; and release the
bonds accordingly.
