RECOMMENDATION:
1. Accept the work performed by Elite Bobcat Services and authorize the City Clerk to file the
Notice of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the
Faithful Performance Bond one (1) year after the filing date; and release the retention
monies 35 days after the Notice of Completion filing date.
BACKGROUND:
On February 2, 2010, a construction contract in the amount of $974,567.63 was awarded to
Elite Bobcat Services, 1320 East 6th Street, #100, Corona, California, 92879. This project
provided needed pavement rehabilitation to ten (10) streets. The streets and their limits of work
are listed on Attachment 1.
The pavement rehabilitation for these street segments consisted of milling and overlaying with
new asphalt concrete. Additional work under this contract included localized reconstruction of
damaged curb and gutter, sidewalks, driveway approaches, and construction of curb ramps;
traffic control; traffic striping; and all other incidental work necessary to complete the project.

ANALYSIS:
The work as required by the contract documents was completed on September 1, 2010 to the
satisfaction of the City Engineer. The final contract cost amounted to $842,281.07. A report of
the final costs is shown herein as Attachment 2.
A summary of the costs is as follows:
Original Contract Cost: $974,567.63
Final Quantity Adjustment: ($132,286.56)
Final Contract Cost: $842,281.07
The final contract price reflects a 13.57 percent (13.57%) decrease to the original contract as a
result of the aforementioned final quantity adjustments.
As of this date, there are no Stop Notices filed against the monies due to Elite Bobcat Services.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
This project was funded by Traffic Congestion Relief Fund revenues.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The Traffic Congestion Relief Fund (TCRF) Project, City Project No. 09-28 has been completed. It
is recommended that the City Council authorize staff to file the Notice of Completion; release
the remaining retention monies 35 days after the Notice of Completion filing date; and release
the bonds accordingly.
