SUBJECT: COSTA MESA FARM SPORTS COMPLEX- SOCCER FIELD (NO. 5 AND NO. 6) LIGHTING,

RECOMMENDATION:
1. Accept the work performed by RMF Contracting, Inc. dba R&M Electrical, and authorize the City
Clerk to file the Notice of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful
Performance Bond one (1) year after the filing date; and release the retention monies 35 days
after the Notice of Completion filing date.
BACKGROUND:
On March 16, 2010, City Council accepted a donation from the American Youth Soccer Organization
(AYSO) Region 120 in the amount of $182,000 for the lighting of Fields No. 5 and No. 6 at the Farm
Sports Complex.
On June 22, 2010, a construction contract in the amount of $39,040.00 was awarded to RMF
Contracting, Inc., dba R&M Electrical Contracting, 26301 Dimension Drive, Lake Forest, California,
92630.
The scope of work consisted of installing City -furnished poles and sports lighting fixtures on Fields
No. 5 and No. 6 at the Farm Sports Complex; wiring to existing power sources; relocating interfering
irrigation pipes; and repairing damaged landscape and irrigation; and other work needed to complete
the project in accordance with the contract documents.

ANALYSIS:
The work required by the contract documents was completed on August 26, 2010, to the satisfaction
of the City Engineer. The final contract cost amounted to $42,940.00. A report of the final costs is
shown herein as Attachment "1."
A summary of the costs is as follows:
Original Contract Cost:
Change Order No. 1:
Final Contract Cost:
$39,040.00
$3,900.00
$42,940.00
Change Order No. 1 in the amount of $3,900.00 was issued for the repair of damaged wiring on Field No.
1 through Field No. 4.
The final contract price reflects a 10 percent (10%) increase to the original contract as a result of the
aforementioned Change Order No. 1.
As of this date, there are no Stop Notices filed against the monies due to R&M Contracting, Inc. dba
R&M Electrical.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
There is no fiscal impact due to this item. The project was funded solely through a donation by AYSO
120 and recognized through Budget Adjustment No. 10-022.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The lightening of Costa Mesa Farm Sports Complex - Soccer Fields (No. 5 and No. 6), has been
completed. It is recommended that the City Council authorize staff to file the Notice of Completion;
release the remaining retention monies 35 days after the Notice of Completion filing date; and release
the bonds accordingly.
