SUBJECT: PROFESSIONAL ENGINEERING SERVICES FOR DESIGN OF HARBOR BOULEVARD
AND ADAMS AVENUE INTERSECTION IMPROVEMENTS

RECOMMENDATION:
1) Award a Professional Services Agreement (Attachment 1) to CNC Engineering, Inc.,
Corporate Park, Suite 101, Irvine, CA 92606, in the amount of $224,907.
2) Authorize the Mayor and the City Clerk to execute the Professional Services Agreement.
BACKGROUND:
In October 2006, the City Council approved a Memorandum of Understanding (MOU) between
the Cities of Costa Mesa, Fountain Valley, Huntington Beach, and the Orange County
Transportation Authority (OCTA), regarding the proposed Garfield Avenue/Gisler Avenue bridge
as a result of the Santa Ana River Crossings (SARX) Study. The MOU included implementation
of several mitigation measures to offset the construction of the Garfield Avenue/Gisler Avenue
bridge. The improvements at the Harbor Boulevard/Adams Avenue intersection are identified
as part of this MOU.
In June 2009, the City Council awarded a Professional Services Agreement for preliminary
engineering and right-of-way assessment for intersection improvements at Harbor Boulevard and
Adams Avenue. This task included development and analysis of various improvement alternatives
to achieve a satisfactory level of service, and also identified right-of-way needs with each
alternative. Based on this analysis, a preferred alternative was determined and includes the
following components:
• Addition of third eastbound left -turn lane
• Extend length of storage area for northbound left -turn lanes
• Addition of southbound right -turn lane
• Addition of northbound far -side bus turn -out
• Consolidation of southbound bus turn -outs
The above improvements were determined to achieve a satisfactory level of service with minimal
right-of-way impacts. The improvements are also consistent with the City's General Plan
Circulation Element.
Final design and right-of-way engineering is required to complete the design phase prior to right-of-
way acquisition and construction phases.
ANALYSIS:
In July of this year, the City issued a Request for Proposals (RFP) to several consulting firms for
final design and right-of-way engineering services. Four proposals were received to provide the
intended engineering services. Proposals were reviewed for compliance with the City's RFP,
and the consultants were evaluated based on project understanding, depth of experience,
technical expertise, and associated factors. After careful review of all proposals, staff finds
CNC Engineering, Inc., well qualified to perform the final engineering design and right-of-way
engineering services. The proposal submitted by CNC Engineering, Inc., represents a thorough
understanding of the project, complies with the project specifications, and documents technical
ability and experience with similar projects.
ALTERNATIVES CONSIDERED:
One alternative would be to perform the design work in-house. However, the scope of work and
demands of the project exceed staff's resources and time.
A second alternative would be to not undertake this project. This alternative would be counter to
meeting the terms of the SARX MOU agreement. This alternative will also result in returning the
Measure M grant funds awarded for this project
FISCAL REVIEW:
The City of Costa Mesa has secured Measure M funding in the amount of $465,000 toward design
of improvements for the intersection of Harbor Boulevard and Adams Avenue. The City has
previously expended $187,925 for preliminary engineering. The remaining balance of Measure M
funding will be utilized for final design and right-of-way engineering.
Staff will be soliciting future Measure M2 funding for right-of-way acquisition and construction
phases of the project.
LEGAL REVIEW:
The City Attorney's office has prepared the attached Professional Services Agreement and has
approved the document relative to form.
CONCLUSION:
After careful review of four proposals submitted for final design and right-of-way engineering
services for the improvements at the intersection of Harbor Boulevard and Adams Avenue, it is
recommended that the City Council award the Professional Services Agreement to CNC
Engineering, Inc.
