RECOMMENDATION:
Accept the work performed by Christopher R. Morales, Inc. and authorize the City Clerk to file the
Notice of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful
Performance Bond one (1) year after the filing date; and release the retention monies 35 days
after the Notice of Completion filing date.
BACKGROUND:
On July 26, 2010, a construction contract in the amount of $63,950.00 was awarded to Christopher R.
Morales, Inc., 155 North Eucla Avenue, San Dimas, California, 91773.
The scope of work for this project consisted of modifying the traffic signals at the following
intersections: Anton Boulevard/Avenue of the Arts, Anton Boulevard/Sakioka Drive; and Fair Drive/
Civic Center/Orange County Fairgrounds entrance. The improvements included converting east -west
left -turn signal operations to protective -permissive phasing. In addition, new pedestrian countdown
signal heads and push buttons were installed along with upgrading all signal lenses from eight inch to
12 inch light -emitting diodes (LED) at all of the intersections.

ANALYSIS:
The work required by the contract documents was completed on September 13, 2010, to the
satisfaction of the City Engineer. The final contract cost amounted to $63,950.00. A report of the final
costs is shown herein as Attachment "1".
As of this date, there are no Stop Notices filed against the monies due to Christopher R. Morales, Inc.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
This project was funded from Measure M Signal Improvement Program (SIP) revenues.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The traffic signal modifications at: Anton Boulevard/Avenue of the Arts; Anton Boulevard/Sakioka
Drive; and Fair Drive/Civic Center/Orange County Fairgrounds entrance, City Project No. 10-07 have
been completed. It is recommended that the City Council authorize staff to file the Notice of
Completion; release the remaining retention monies 35 days after the Notice of Completion filing date;
and release the bonds accordingly.
