RECOMMENDATION:
Considerappointment of.Arlene Schafer as Costa Mesa's representative to the Board of
the Orange County Vector Control District (OCVCD) for the next two years.
BACKGROUND:
Operation of the OCVCD is overseen by the Board of Trustees comprised of 35
members each appointed by their city of residence with one member representing the
County. Members of the Board may be elected officials or residents of their respective
cities. Trustees are appointed to two year terms. The representative must be
appointed by the City Council.
The mission of the OCVCD is to provide the citizens of Orange County with the highest
level of protection from vectors and vector-borne diseases. The District is one of over
100 agencies statewide specifically dedicated to protecting public health by controlling
rats, flies, mosquitoes, fire ants and other vector related problems.
Mayor Pro Tem Leece has served as Costa Mesa's representative to OCVCD since
2008. The seat would normally come up for appointment in December 2010 but for
extenuating circumstances, the Mayor Pro Tem has requested the matter be brought
forward at this time. Because of the timing of this item being added to the November
16, 2010 City Council Agenda, it will require a 4/5s vote of the City Council to officially
add this item to the agenda so action may be taken relative to the appointment.
ANALYSIS
As noted under the discussion section of this report, the OCVCD seat
representing Costa Mesa would normally be voted on next month for the two-
year term of 2011-12. The Mayor Pro Tem has asked that this item be moved up
for consideration so that former Mayor and City Council member Arlene Schafer
may be considered for appointment. Ms. Schafer presently serves on the Board
of the Costa Mesa Sanitary District but will be relinquishing that position on
December --3, 201-0. As -a -member -of -the -Sanitary -District BoardMs.Schafer-has-
been extensively involved with the California Special Districts Association, the
Independent Special Districts .Association of Orange County and as a
Commissioner on the Orange County Local Agency Formation Commission
(LAFCO). Ms. Schafer has expressed her interest in continuing those efforts as
the City's representative to the OCVCB.

No fiscal review is necessary for this item.
LEGAL REVIEW:
No legal review is necessary for this item. .
CONCLUSION
The City Council has complete discretion as to the appointment of a
representative to the OCVCB. There are no specified requirements for the
position beyond regular monthly attendance at Board meetings and occasional
committee meetings, as needed.
