RECOMMENDATION:
1. Accept the work performed by Elite Bobcat Services, Inc. and authorize the City Clerk to file the
Notice of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful
Performance Bond one (1) year after the filing date; and release the retention monies 35 days
after the Notice of Completion filing date.
BACKGROUND:
On June 16, 2009, a construction contract in the amount of $298,775.00 was awarded to Elite Bobcat
Services, Inc., 1320 East 6th Street, Suite 100, Corona, California, 92879.
The scope of work for this project consisted of widening the east side of Harbor Boulevard between
South Coast Drive and Law Court; modification of the existing storm drain; modification of the existing
traffic signal at the South Coast Drive intersection, and all other work necessary to complete the
project per the contract documents.

ANALYSIS:
The work required by the contract documents was completed on September 10, 2010, to the
satisfaction of the City Engineer. The final contract cost amounted to $316,518.84. A report of the
final costs is shown herein as Attachment 1.
A summary of the costs is as follows:
Original Contract Cost:
Change Order No. 1
$298,775.00
$ 17,743.84
Final Contract Cost: $316,518.84
Change Order No. 1 was for extra work including the modification of the storm drain catch basin due
to interfering utilities and coordinating the construction work with the relocation of private service
connections.
The final contract price reflects a 5.9 percent increase to the original contract as a result of the
aforementioned change order.
As of this date, there are no Stop Notices filed against the monies due to Elite Bobcat Services, Inc.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
This project was funded entirely by Measure M and. Home Ranch Mitigation funds.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The widening of Harbor Boulevard from South Coast Drive to Law Court, City Project No. 09-12 has
been completed. It is recommended that the City Council authorize staff to file the Notice of
Completion; release the, remaining retention m H�daysr the Notice of Completion filing
date; and release thends accordingly.
