Accept the work performed R.J. Noble Company, and authorize the City Clerk to file the Notice of Completion. 2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful Performance Bond seven (7) months after the filing date; and release the retention monies 35 days after the Notice of Completion filing date. BACKGROUND: On January 19, 2010 a construction contract in the amount of $1,018,375:95 was awarded to R.J. Noble Company, 15505 East Lincoln Avenue, Orange, California, 92865. The scope of work for this project consisted of mill and asphalt concrete overlay on Santa Ana Avenue between 17th Street and 19th Street and total reconstruction of asphalt concrete from 19th Street to 22"d Street. The work also included removal and reconstruction of damaged curb, gutter, sidewalks, and driveways; reconstruction of access ramps to comply with American with Disabilities Act; traffic control, striping and pavement markings; and all work as required per the contract documents. Before Construction Construction Completed 1 ANALYSIS: The work required by the contract documents was completed on May 28, 2010, to the satisfaction of the City Engineer. The final contract cost amounted to $1,047,243.27. A report of the final costs is shown herein as Attachment "1 ". A summary of the costs is as follows: Original Contract Cost: $1,018,375.95 Change Order No. 1 $4,003.14 Change Order No. 2 $24,864.18 Final Contract Cost: $1,047,243.27 Change Order No. 1 included providing American Recovery and. Reinvestment Act (ARRA) signage for the project, and modifications to the flashing pedestrian crosswalk on Santa Ana Avenue adjacent to Kaiser School. Change Order No. 2 entailed adjustments to the asphalt oil content, and extra work required to address utility modifications. The final contract price reflects a 2.8 percent increase to the original contract as a result of the aforementioned final quantity adjustments. As of this date, there are no Stop Notices filed against the monies due to R.J. Noble Company. ALTERNATIVES CONSIDERED: There were no alternatives considered for this item. FISCAL REVIEW: This project was funded entirely with ARRA funds. LEGAL REVIEW: There is no legal review required on this item. CONCLUSION: The American Recovery and Reinvestment Act, Rehabilitation of Santa Ana Avenue, Federal Project . No. ESPL 5312 (074), City Project No. 09-14 has been completed. It is recommended that the City Council authorize staff to file the Notice of Completion; release the remaining retention monies 35 days after the Notice of Completion filing date; and release the bonds accordingly.
