Please let this man continue with his business that provides a service to the community by providing employment, keeping landfills from about 4 million pounds of recyciables a year and helping people to make some money from bringing in their reusables. I am aware of the city of Costa Mesa having a recycling program; however, there is no proof that the cities own program is 100% effective so I believe Marcia Recycling makes the cities program more effective than just counting on the city to handle the massive amount of trash plus recyclables every year. Mt. Garcia has been unfairly treated and please work with small business rather than shut them down. The city will lose out on the taxes that Mr. Garcia pays every year. Honorable Mayor, City Council. Men and Women. RE Oppose the Recycle Center in the West Side of Costa Mesa- Garcia Recycling Center As owners of 700 Block Center Street property since 1988 over 21 years.. we oppose the Recycling Center in the West Side of Costa Mesa on 19th Street off Wallace...ie: Garcia Recycling Center It is our strongest request that our City moves recycling centers of any kind to industrial quarters or direct recycling candidates to other existing centers such as the location at Orange Coast College. Here are a low comments that support this point of view. 1) Recycling traffic has increased immensely .largely in part due to the economy drop of income All races, all ages, all genders. -kids to grandparents recycle there The economy is rough -more traffic adds to the already increasing pr recycling when there are other options. 2) Garcia Recycling Center does not respect the local 8 neighboring residents. ..many are long term, permanent owners who are disabled, sleep in the day, and children who are affected by the noise and t(affic. There is increased trasr cans -audio decibels and frequency of that dumping. At 11 am on 700 block of center St on Wednesday of this week. I heard so much glass and can dumping while I was gardening in my front yard Ahat I was appalled I thought to my has to slop. Previous actions have been in action... however, it was critical that we submit our complaint in writing. 3) Pedestrians lugging barrels of trash in stolen shopping cans Io baby carriages are a sore sight to see. Trash digging is at an all time high. 41 There is a local option that is sale and effective alternative at the Orange Coast College Recycling Center. 5) The neighboring residents that lean against this are not renters but long term tax paying owners. ..415th of the property on 700 block of Center Street is now owner occupied Some dating to over 40 years! The value of our homes he still over 12 million $. Yes! over S550.000...a drop from some 700 block houses reaching over 5900,000 in value. These properties are less than a mile from the beach and are sihing on diamond mines of terrain. The wind receives be winds from the sea as we are set up on a Table Coast ie: Costa Mesa. 61 The City of Costa Mesa S City Council has desperately been driving funds into out Mission Style community as seen on 19th and Harbor The gorgeous 191h Street landscaping is a recent known improvement with matching street lar the length of 191h street. Garcia recycling center has grown and never has been accepted while it dominates, deteriorates. and drowns the quality of life here in the west -side of Costa Mesa. 7) 700 block of Center Street is In partnership with the City of Costa Mesa and the City Council. We vote• pay taxes, sign petitions• and celebrate life together. We were the ones who nominated Mr Tran, engineer of the City of Costa M him for 20 years of service... against other high quality applications, our letter of nomination for Mr Tran won December 2009. We are involved in our community and care' lli )p/lwrry+chatwithgotl.om/o}gfournal/costa mesa reconstruclion.oho4 Please see link that shows a 6monlhs Improvement project In 2009 with Mr Tran as our vocal and pivotal influencer along with the city council Great things s light poles. fire hydrants• red curb painting, road improvements, graffiti removal, numbering mall boxes are a few items completed last year on 700 Black of Center Street! We are super proud. Earlier we requested sidewalks and handl, street signs and removal of shopping carts all this was done due to the partnership or Center St wile City Council and City of Costa Mesa. Do you feel the rythem The west side of Costa Mesa has a voice 8) Lastly. Westside costa mesa has the best [rash center and matching sturdy street trash cans available to all residents. Our recycling system is top of the line. Our taxes pay this efficient system It Is no longer necessary to separate 1 cans Our Trash center separates and removes the necessary recycling items beyond cans and bottles. It is not acceptable to see trash diggers to shopping carts drugging across residential roads lowering our quality and standard of lib be taken to another local recycling center or move the location to a Industrial complex that will deal with the neise.increased traffic. roaches• stench• and rodents. Thank you for allowing our voice to be heard Even a single voice counter Sincerely Bradley 8 Jennifer Webster 700 Block residents to Center Street since 1986! 735 Center Street Costa Mesa. "we set the standard" September 17, 2010 Mr. Allan Mansor, Mayor Mr. Allan Roedner, City Manager Planning Commission City of Cost Mesa 77 Fair Drive Costa Mesa, CA 92626 Re: Recycling Center located at 739 W. 19th Street Gentemen: As a representative of the owners and residents of the Wallace Woods Apartments located at 759 W. 19th Street, I want to express some concerns that the recycling center has become far too industrial for the retail/residential community. The recycling center has created an uneasy appearance in our neighborhood, in addition to a terrible odor. It is directly across the street and is an eyesore. The clientele of the recycling center creates a nuisance in the neighborhood. There is much loitering, littering and other negative activity. Therefore, I am asking that the City hold firm on removing the recycling operation from the shopping center at its current location.
