BROADWAY IMPROVEMENT PROJECT

RECOMMENDATION:
1) Award a Professional Services Agreement (Attachment 1) to CivilSource, Inc., 500 Wald,
Irvine, CA 92618, in the amount of $79,540.
2) Authorize the Mayor and the City Clerk to execute the Professional Services Agreement.
3) Approve Budget Adjustment, BA 11-004 (Attachment 2), to appropriate $19,540 from Air
Quality Management Program funds towards the professional design services.
BACKGROUND:
The City has considered and implemented a number of traffic control measures on Broadway
during the past few years. These improvements included the installation of additional speed limit
signs, stop signs, and neighborhood entry signs. The curb -to -curb width of Broadway, in certain
segments, is 50 feet, which is wider than the typical 36 -foot wide streets in the east side. The
additional width on Broadway provides motorists a wider view of conditions, which potentially
contributes to higher speeds.
In order to address traffic and pedestrian issues on Broadway, the Transportation Services Division
was successful in securing federal Safe Route to School (SRTS) grant funds in the amount of
$999,600 to implement improvement measures on Broadway by reducing the curb -to -curb width,
installing traffic calming devices such as chokers or medians, and implementing pedestrian and
bicycle facilities. Sidewalk construction and ancillary landscape improvements are also included
within the scope of work.
Two neighborhood public meetings were conducted on March 4, 2010, and May 6, 2010, to discuss
improvement options for Broadway. Residents provided comments and suggestions on four
improvement options (Attachment 3). Option 4 was most favored by residents, which comprises
shifting the curb on one side by four feet to reduce the curb -to -curb width; installing traffic calming
devices, landscaping, and missing sidewalk on both sides of the street; and maintaining on -street
bike lanes.
At the July 20, 2010, regular City Council Meeting, based on staff and public input, the City Council
approved Option 4 and directed staff to continue the design and public outreach process.
ANALYSIS:
In July 2010, the City issued Request for Proposals (RFP) to several engineering firms to
provide environmental and design services for the subject project. Five proposals were
received in response to the RFP.
Transportation Services staff has thoroughly reviewed all proposals and has determined that
CivilSource, Inc.'s, proposal meets City standards based on qualifications and relative
experience. Their proposal of $79,540 is also the lowest among those submitted. Based on
detailed review of the scope of work to meet requirements of the SRTS grant, the $79,540 cost
by CivilSource, Inc., is determined to be reasonable for this project. Staff recommends the
award of a design and environmental services agreement to CivilSource, Inc.
ALTERNATIVES CONSIDERED:
One alternative would be to perform the design work in-house. However, the scope of work and
demands of the project exceed staff's resources and time. A second alternative would be to not
undertake this project. This will result in forfeiting SRTS grant funds and not implementing the
improvements proposed for Broadway.
FISCAL REVIEW:
The City has received approval, and budgeted $60,000 of Federal SRTS funds, for design and
environmental services for Broadway. With the City Council approval of the attached budget
adjustment, the remaining $19,540 will be appropriated from the available Air Quality Management
Program grant funds. There will be no general fund expenditure on the design of this project.
LEGAL REVIEW:
The City Attorney's office has prepared the attached Professional Services Agreement and has
approved the document relative to form.
CONCLUSION:
The City Council, at the regular meeting of July 20, 2010, directed staff to proceed with design
of traffic calming improvements on Broadway. After careful review of five proposals submitted
for design and environmental services for the Broadway Improvement Project, it is
recommended that the City Council award the Professional Services Agreement to CivilSource,
Inc., in the amount of $79,540. Staff also requests City Council approval of the attached budget
adjustment to authorize allocation of $19,540 from Air Quality Management Program funds for
the project.
