SUBJECT: RECOMMENDED ACCEPTANCE AND ALLOCATION OF 2010 EDWARD BYRNE
MEMORIAL JUSTICE ASSISTANCE GRANT AND ALLOCATION OF FUNDS

RECOMMENDATION:
Approve staff's recommendation to allocate the Edward Byrne Memorial Justice Assistance
Grant (JAG) for Fiscal Year 2010/11 to the Police Department's operating budget.
Approve the attached budget adjustment (BA #11-009) to increase revenue and
appropriations in the JAG fund, and allocate proceeds as follows:
• Facility Security $13,000
• Inventory Control — Barcode System $9,000
• Taser Thigh Holsters $2,880
• K-9 Agitator Bite Suit $2,000
BACKGROUND:
The City of Costa Mesa has participated in the JAG Program (formerly the Local Law
Enforcement Block Grant, LLEBG) since 1996. The funds have enabled the Police
Department to acquire needed equipment and technology.
For Fiscal Year 2010/11, the County of Orange was awarded $880,454 in JAG funds to
be allocated across Orange County agencies. Each agency's funding allocation is
based on the level of Part One violent crimes reported to the FBI over a 3 -year period.
Costa Mesa's FY 2010/11 allocation is $33,185. However, the County is allowed to
charge a 9% administrative fee of $2,987 and a 10% contribution of $3,318 is allocated
to the Orange County Proactive Methamphetamine Laboratory Task Force (PROACT).
The City will receive the remaining amount of $26,880. There are no City matching
requirements for acceptance of this grant.
ANALYSIS:
Recommendations of proposed items should meet several criteria. First, any proposal
or project considered should enhance crime reduction effort and improve public safety
for the community. Second, each proposal is subject to the elements contained in one
or more of the purpose areas outlined by the U.S. Department of Justice. Third, it is

important that proposals address the concerns and requirements of the Police
Department as well as projects that benefit the community at large.
Facility Security: In general, law enforcement is a target to both foreign and domestic
threats. The police department lacks funding to repair and improve the Close Circuit
Television (CCTV) Security System of the main police facility. This project objective is to
replace and add additional CCTV monitors, and expand upon the monitoring capabilities
of the Department's CCTV Security System in the Watch Commander's Office, which is
the focal point of the Department for daily operations.
Inventory Control - Barcode System: The Department is striving to improve upon its
processing and accountability capabilities of property and evidence. This project
objective consists of purchasing evidence -based equipment/technology (i.e., a
computer server) to build upon the Inventory Control — Barcode System being
developed by the Department.
Taser Thigh Holsters: Tasers have become a basic use of force option and tool
utilized by law enforcement. CMPD has been able to adequately equip both sworn and
non -sworn personnel with this vital tool; however, the Department is attempting to
provide personnel an equipment option that allows them to carry the Taser in a more
proficient manner. The Taser thigh holster is an equipment option, which allows
personnel to "free up" their duty belt and access other equipment more efficiently. The
thigh holster will also increase personnel proficiency and minimize damage to spare
Taser cartridges. This projective objective is to purchase Taser thigh holsters for first
responder personnel.
K-9 Agitator Bite Suit: Training is a main component and emphasis of the Department's
K-9 Unit. Through the utilization of K-9 Agitator Bite Suits, training scenarios are
constructed that allow a K-9 handler and his/her police service dog (PSD) to engage in bite
situations where the team's performance can be evaluated during deployment.
Additionally, bite suits provide the opportunity for handlers to experience a PSD bite "first
hand" for their professional development and experience. This project objective is to
acquire a new K-9 Agitator Bite Suit for the Department's K-9 Unit.
ALTERNATIVES CONSIDERED:
Not required on this item.
FISCAL REVIEW:
The attached budget adjustment BA #11-009 increases revenue and appropriations in the
JAG/LLEBG fund in the amount of $26,880 for the support of the objectives described in
the "Analysis" section of this document. There are no City matching requirements for
acceptance of this grant.

Not required on this item.

CONCLUSION:
Based upon the criteria outlined in the Edward Byrne Memorial Justice Assistance
Grant, staff recommends that the FY 2010/11 allocation of funds be used for the
purposes presented.
