RECOMMENDATION:
1. Approve Cooperative Agreement No. C-0-1802 (Attachment 1) with the Orange
County Transportation Authority (OCTA) for the use of Federal Transportation
Administration (FTA) Section 5307 project grant funding in the amount of $500,000
for the Fairview Channel Multipurpose Trail Project.
2. Authorize the Mayor and Director of Public Services to execute the agreement.
BACKGROUND:
On June 1, 2010 the City Council authorized the Public Services Department to apply for grant
funding under the Transportation Enhancement Funds for the Fairview Channel Multipurpose Trail
Project in Fairview Park (Attachment 2).
ANALYSIS:
On September 27, 2010 the OCTA Board of Directors approved the City's application providing
$500,000 of FTA Section 5307 for the Fairview Channel Multipurpose Trail Project. The project
consists of constructing a 3/4 mile multipurpose trail in Fairview Park connecting Placentia Avenue
with the Santa Ana River Trail. The trail will be 12 feet wide consisting of 8 feet of colored concrete
path and 4 feet of decomposed granite path. The trail will be located south of the Fairview Channel
and north of the existing wetlands and riparian habitat project.
The construction of this project is scheduled to begin in the spring of 2011 and is expected to be
completed by January 2012. The cooperative agreement stipulates that a construction contract
must be awarded by June 30, 2011 and that the overall budget will not exceed $821,000. Grant
funding will be provided to the City on a reimbursement basis.
ALTERNATIVES CONSIDERED:
None considered.
FISCAL REVIEW:
The Public Services Department will match the $500,000 grant with a $256,000 California
Department of Parks and Recreation Recreational Trails Grant and $64,000 of the City's Park
Development Funds previously allocated in Fiscal Year 2007-08 for a total estimated project
cost of $820,000.
LEGAL REVIEW:
The proposed agreement is approved as to form.
CONCLUSION:
It is recommended that the Council approve Cooperative Agreement No. C-0-1802 with the
Orange County Transportation Authority (OCTA) for the use of Federal Transportation
Administration (FTA) Section 5307 project grant funding in the amount of $500,000 for the
Fairview Channel Multipurpose Trail Project, and authorize the Mayor and Director of Public
Services to execute the agreement.
