EEMP provides grant funds for the development of outdoor recreation facilities. ANALYSIS: The grant application to the EEMP program requests funding in the amount of $350,000 for the Newport Boulevard Landscape Improvement Project and will pay for the design and installation of drought tolerant landscaping and irrigation on Newport Boulevard between 19th Street and Fair Drive. No City matching funds are required for this grant program. If grant funding is approved, the project may begin in spring 2011 with completion of the project required by April 30, 2012. To apply for these grant funds a resolution approving the filing of an application and naming the Public Services Director as the City's authorized representative is needed. ALTERNATIVES CONSIDERED: If the Council chooses not to submit a grant application for this project, staff will continue to pursue other grant programs and alternative funding. FISCAL REVIEW: No City match is required for this grant program. LEGAL REVIEW: The proposed resolution is approved as to form. CONCLUSION: It is recommended that the Council approve the filing of a grant application with the Environmental Enhancement and Mitigation Program (EEMP) for the Newport Boulevard Landscape Improvement Project and authorize the Department of Public Services Director as the City's representative.
