RECOMMENDATION:
Adopt a Resolution approving the submittal of transportation improvement projects under
the Orange County Transportation Authority's (OCTA) Combined Transportation Funding
Program (CTFP) for Fiscal Years 2010-11 to 2013-14 (Attachment 1).
BACKGROUND:
In November 1990, Orange County voters approved Measure M, a 20 -year, half -cent local
transportation sales tax. All major transportation improvement projects and programs
included in this original Measure M have been completed or are currently underway. With
the Measure M program, the City of Costa Mesa has been successful in securing
approximately $80 million in Measure "M" funds under the Combined Transportation
Funding Program (CTFP) and turnback revenues.
In November 2006, the Orange County voters passed the Renewed Measure "M" program,
extending the half -cent sales tax for the next 30 years, beginning in the year 2011. Funds
from this sales tax are proposed to fund a wide range of improvements on Orange County
freeway, arterial, and transit systems.
In November 2010, the OCTA Board of Directors approved guidelines for the CTFP
program and subsequently authorized the first "Call for Projects" under the Renewed
Measure "M" program. The 2010 Call for Projects was issued for the Regional Capacity
Program (RCP) providing approximately $56 million for roadway improvements across
Orange County.
ANALYSIS:
OCTA has developed several regional competitive programs under the CTFP. With the
current "Call for Projects," only projects under the Regional Capacity Program (RCP)
are eligible for funding. Cities can compete and receive up to 75 percent funding for
various transportation projects in the RCP category, which includes improvements in the
following areas:
Arterial Capacity Enhancements (ACE) — This is for improvements on arterials
throughout the Master Plan of Arterial Highways (MPAH);
2. Intersection Capacity Enhancements (ICE) — This category provides funding for
operational and capacity improvements at intersecting MPAH roadways; and
3. Freeway Arterial/Streets Transition (FAST) — This focuses on improvements at
freeway interchanges.
A total of $56 million is available for the above components of the RCP for projects to be
implemented in Fiscal Years 2010-11 through 2013-14.
The complete and final submittal of applications in response to this "2010 Call for
Projects," is due on January 28, 2011. The projects submitted will need to meet certain
minimum requirements to be eligible for Measure "M" grants. While the City met all
these eligibility requirements, OCTA requires approval of the attached resolution prior to
any consideration of the City's application. Proposed projects for which funding
applications are requested to be submitted are listed in the attached resolution
(Attachment 1) and are briefly described in Attachment 2.
ALTERNATIVES CONSIDERED:
One alternative considered is to not adopt the Resolution. This alternative would result in
the City's project applications being declined and render the City ineligible to compete for
available grant funding.
FISCAL REVIEW:
If project applications are successful, staff will recommend a funding source for any
required local match. Available sources include traffic impact fee account, developer fees
and Air Quality Management District (AQMD) AB2766 funds. Traffic impact fees and
developer fees typically generate approximately $250,000 in revenues per year and the
City receives approximately $100,000 per year from AQMD funds. All of the above funding
sources are eligible for local match funds under the CTFP guidelines. If grant funding is
approved, the projects are typically implemented within a two-year to three-year period.
This would allow for the City to adequately budget any required matching funds.
LEGAL REVIEW:
The City Attorney has reviewed and approved the Resolution as to form.
CONCLUSION:
The current County -wide "2010 Call for Projects" is the first opportunity for the City to
compete for grant funding for implementation of certain transportation projects under the
Renewed Measure "M" program. Staff recommends that the City Council adopt the
attached Resolution for OCTA's consideration of project applications under the Combined
Transportation Funding Program.

RESOLUTION NO. 11-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, APPROVING THE
SUBMITTAL OF TEN (10) IMPROVEMENT PROJECTS
TO THE ORANGE COUNTY TRANSPORTATION
AUTHORITY FOR FUNDING UNDER THE
COMPREHENSIVE TRANSPORTATION PROGRAM
THE CITY COUNCIL OF THE CITY OF COSTA MESA HEREBY RESOLVES,
DETERMINES AND ORDERS AS FOLLOWS:
WHEREAS, the City of Costa Mesa desires to implement the transportation
improvements listed below; and
WHEREAS, the City of Costa Mesa has been declared by the Orange County
Transportation Authority to meet the eligibility requirements to receive Measure M
"turnback" funds; and
WHEREAS, the City's Circulation Element is consistent with the County of Orange
Master Plan of Arterial Highways; and
WHEREAS, the City of Costa Mesa will provide matching funds for each project as
required by the Orange County Comprehensive Transportation Program Procedures
Manual; and
WHEREAS, the Orange County Transportation Authority intends to allocate funds
for transportation improvement projects within the incorporated cities and the County;
and
WHEREAS, the City of Costa Mesa will not use Measure M funds to supplant
Developer Fees or other commitments; and
WHEREAS, the City of Costa Mesa will use Arterial Highway Rehabilitation funding
as a supplement to the existing pavement management program;
NOW, THEREFORE, BE IT RESOLVED THAT:
The City Council of the City of Costa Mesa hereby requests the Orange County
Transportation Authority allocate funds in the amounts requested in the City's
application for Measure M Funds to the City from the Comprehensive Transportation
Programs. Said funds shall be matched by funds from said City as required and shall be
used as supplemental funding to aid the City in the improvement of the following
intersections and streets:
• Harbor Boulevard at Adams Avenue;
• East 17th Street at Tustin Avenue;
• Harbor Boulevard at Wilson Street;
• Fairview Road at Wilson Street;
• Bear Street and Baker Street;
• Harbor Boulevard Between Law Court and Sunflower Avenue;
• Hyland Avenue at South Coast Drive;
• Harbor Boulevard at Victoria Street;
• Bristol Street at Baker Street; and
• Harbor Boulevard at Gisler Avenue.

PROPOSED PROJECTS FOR CTFP
• REGIONAL CAPACITY PROGRAM (RCP)
Harbor Boulevard — Adams Avenue:
This project includes addition of a third eastbound and second southbound right -turn at
the above intersection. These improvements were developed in the preliminary design
stage and are now in final design phase. The design phase was funded by the Orange
County Transportation Authority's (OCTA) original Measure "M" program. The
improvements were identified in the Memorandum of Understanding (MOU) between
the Cities of Costa Mesa, Fountain Valley, Huntington Beach, and Orange County
Transportation Authority for the Garfield/Gisler Bridge over the Santa Ana River.
Funding is requested for right-of-way and construction phases of the project.
Total project cost (Right -of -Way and Construction phases) - $4,200,000
Grant amount requested - $3,150,000
City match - $1,050,000
East 17th Street — Tustin Avenue:
The project will provide right -turn lanes, bus turnouts, medians, and landscape
improvements. Funding is requested for construction phase of the project.
Total project cost (Construction phase) - $1,000,000
Grant amount requested - $500,000
City Match (Transportation Enhancement grant funds) - $500,000
Harbor Boulevard — Wilson Street:
This project provides a westbound, right -turn lane from westbound Wilson Street to
northbound Harbor Boulevard. Funding is requested for construction phase of the
project.

Grant amount requested - $262,500
City match - $87,500
Fairview Road — Wilson Street:
This project includes widening of Wilson Street at Fairview Road to the Master Plan of
Highways (MPH) designated standards. Funding is requested for design phase only.
Total project cost (Design phase) - $300,000
Grant amount requested - $225,000
City match - $75,000

Baker Street - Bear Street:
This project will provide a third westbound through lane on Baker Street at Bear Street
intersection and includes traffic signal improvements at this location. Funding is
requested for construction phase of the project.

Grant amount requested - $187,500
City match - $62,500
Harbor Boulevard (Law Court to Sunflower Avenue):
This project will add a fourth northbound lane on Harbor Boulevard between Law Court
and Sunflower Avenue. At Sunflower Avenue, the fourth northbound lane will turn into a
right -turn lane to eastbound Sunflower Avenue per the City's General Plan. Funding is
requested for right-of-way and construction phases of the project.
Total project cost (Right -of -Way and Construction phases) - $1,200,000
Grant amount requested - $900,000
City match - $300,000
Hyland Avenue — South Coast Drive/I-405 NB Onramp:
This project widens the east leg of the intersection in order to provide two through lanes
and a right -turn lane on South Coast Drive at Hyland Avenue. Funding is requested for
design, right-of-way, and construction phases of the project.
Total project cost (Design, Right -of -Way and Construction phases) - $570,000
Grant amount requested - $450,000
City match - $120,000
Harbor Boulevard — Victoria Street:
This project widens the west leg of the intersection in order to provide a right -turn lane
from eastbound Victoria Street to southbound Harbor Boulevard. Funding is requested
for design, right-of-way, and construction phases of the project.
Total project cost (Design, Right -of -Way and Construction phases) - $470,000
Grant amount requested - $352,500
City match - $117,500
Bristol Street — Baker Street:
This project consists of design of General Plan improvements at Bristol Street - Baker
Street intersection. These include eastbound through and right -turn lane, and
westbound through lane.

Harbor Boulevard — Gisler Avenue:
This project consists of design of General Plan improvements at Harbor Boulevard —
Gisler Avenue which includes a southbound right -turn lane. In addition, the project will
also consider other improvement options for eastbound Gisler Avenue to improve the
access to the I-405 Freeway and northbound Harbor Boulevard.
Total project cost (Design phase) - $300,000
Grant amount requested - $225,000
City match - $75,000
