CONTACT: Bijan Mazarji, Management Intern at (714) 754-5667 RECOMMENDATION: It is recommended that the City Council consider the adoption of the attached resolution. DISCUSSION: The proposed resolution is being brought forward at the request, of Council Member Mensinger. The Council Member will be presenting the item and articulating the basis for bringing the item forward for City Council consideration. The resolution represents a proposed statement of policy and does not enact any new laws, programs or authorize the expenditure of public funds. Staff understands that the Council Member may address specific proposals for future City Council consideration consistent with the expressed intent in the proposed resolution. Any specific proposal requiring City Council review must be placed on a future agenda for separate discussion, public comment and vote of the City Council. , According to the Joint Economic Committee of the United States Congress, young workers ages 16-24 year olds comprise 13 percent of the labor force, but account for 26 percent of the unemployed. Unemployment spells early in a young person's work life 'can have lasting negative effects on future earnings, productivity, and employment opportunities. The United Nations Commission for Social Development reported in 2007 that youth employment promotes social integration. Creating and fulfilling income -generating job opportunities for young people can have direct positive consequences for poverty alleviation. The UN report also states there is evidence that unemployment can expose youth to greater risks of lower, future wages, repeated periods of unemployment, longer unemployment spells as adults and income poverty. Long-term youth unemployment can also lead to drugs, disease and crime. The United Nations .calls on policy makers around the world to promote youth employment. ALTERNATIVES CONSIDERED: As the resolution is strictly a policy statement, the City Council may choose to deny the request or approve with modifications in the proposed language. FISCAL REVIEW: The resolution as proposed has no fiscal impact. Any future proposals submitted in the furtherance of the resolution's intent will be evaluated separately to ascertain any financial impact. LEGAL REVIEW: The City Attorney's Office has reviewed the resolution and approved it as to form. CONCLUSION: As a policy statement, the City Council has full discretion in consideration of the proposed resolution. Thomas R. Hatch Assistant City Manager Attachments: Attachment 1 Bijan Mazarji Management Intern Resolution 11- 2 Attachment 1 RESOLUTION NO. 11- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, PROCLAIMING THE CITY OF COSTA ENCOURAGES LOCAL BUSINESSES TO HIRE COSTA MESA YOUTH. THE CITY COUNCIL OF THE CITY OF COSTA MESA HEREBY RESOLVES AS FOLLOWS: WHEREAS, the national unemployment rate for youth (ages 16-19 years old) in December 2010 was 25.4%. The community must embrace this large share of our City's future human capital. We must build workplace skills essential to the economic future of our youth and our economy's ability to create the very jobs that generate wealth and opportunity for all City residents. WHEREAS, second only to a higher education as a correlate for earnings prosperity is early, positive work experience. There is a high correlation between early exposure to work and an increased likelihood of staying in school and continuing through higher education. WHEREAS, to ensure the City's youth are given every opportunity to continue to participate in constructive activities, the City should make every effort to facilitate youth development. We must encourage youth to secure and maintain meaningful employment and that employment and the lessons learned from work are critical for youths' positive development. WHEREAS, the City and business should act together to prevent youth and families from entering into the criminal justice system through engagement and partnership with broad sectors of the community, and to provide comprehensive, neighborhood -based strategies for effective coordination and sharing of city, community health, human resources, services and information. NOW THEREFORE BE IT RESOLVED that the City Council of the City of Costa Mesa encourages local business within the City of Costa Mesa to hire its local youth to ensure that the City's youth are provided with every opportunity to participate in the constructive and enriching activities of the work force.
