RECOMMENDATION:
Provide direction on recommended locations and the priority order for installation of streetwide banners
BACKGROUND:
On February 1, 2011, the City Council adopted Streetwide Banner Policy 500-16, establishing the
requirements for placement of streetwide banners. These banners are intended to promote City
special events, City partnership events, and non-profit organizations that are promoting a public
event of substantial community -wide interest. The proposed streetwide banners typically span the
entire street and would be supported by permanent, galvanized steel poles. Similar streetwide banners
have been used by other communities throughout Orange County including the Cities of San Clemente,
San Juan Capistrano, Tustin, and Orange.
As part of that February 1, 2011, presentation, staff identified a limited set of preliminary locations for the
placement of these banners. The City Council identified the need to locate the banners in high -visibility
corridors and directed staff to evaluate potential locations.

Staff has reviewed several potential highly visible locations for installation of streetwide banners. The
following eight locations were initially selected for streetwide banners:
• Fair Drive west of Newport Boulevard South Frontage Road;
• Fairview Road south of Belfast Avenue;
• Harbor Boulevard south of Gisler Avenue;
• Harbor Boulevard south of Bernard Street;
• Harbor Boulevard south of 19th Street;
• Adams Avenue west of Albatross Drive;
• Victoria Street west of Newport Boulevard South Frontage Road; and
• East 17th Street east of Westminster Avenue.
Detailed information at each of these locations was obtained and carefully reviewed, including roadway
geometrics, photographs of the site, distance to adjacent intersections, accident history, potential utility
impacts, and adjacent land uses. Based on this review, the number of potential streetwide banner
locations was narrowed to five locations with the following priority:
• Harbor Boulevard south of 19th Street;
• East 17th Street east of Westminster Avenue;
• Fair Drive west of Newport Boulevard South Frontage Road;
• Adams Avenue west of Albatross Drive; and
• Harbor Boulevard south of Gisler Avenue.
The selected locations are briefly discussed below in the order of priority:
Harbor Boulevard South of 19th Street:
This proposed location is between Triangle Square and Courtyards shopping centers on Harbor
Boulevard. Harbor Boulevard, a Major Arterial, has three lanes each direction with a raised
median at this location. The proposed banner location is approximately 250 feet south of the
Harbor Boulevard/19th Street intersection and approximately 600 feet north of the busy Newport
Boulevard/Harbor Boulevard intersection.
Harbor Boulevard carries approximately 18,000 vehicles per day at this location. Adequate
parkway and sidewalk is available at this location for installation of the poles. The distance
between the poles for the potential streetwide banner is approximately 95 feet. Additional details
of this location are provided in Attachment 1.
2. East 17th Street between Westminster Avenue and Santa Ana Avenue:
East 17th Street is classified as a Major Arterial in this segment and has two lanes in each
direction with a landscaped median in some areas. The East 17th Street corridor has numerous
commercial developments and several driveways. The distance between Westminster Avenue
and Santa Ana Avenue is about 1,200 feet. Major driveways to commercial centers are located
at mid point between these intersections. Therefore, the overhead banner location is proposed at
approximately 400 feet east of Westminster Avenue/East 17th Street intersection.
The Average Daily Traffic (ADT) volume on East 17th Street at this location is approximately
35,000 vehicles per day. The existing sidewalk and parkway areas can accommodate the
required poles while providing adequate access to meet Americans with Disabilities Act (ADA)
requirements. The distance between the poles for the potential streetwide banner at this location
is approximately 70 feet. Attachment 2 includes additional details including photographs of this
location.
3. Fair Drive West of Newport Boulevard South Frontage Road:
Fair Drive is a Primary Arterial with two lanes in each direction with raised or painted median.
The location proposed for streetwide banners is adjacent to the OC Fair and Event Center and
Vanguard University between the intersections of Fair Drive/Newport Boulevard South Frontage
Road and Fair Drive/City Hall/Fairgrounds. The nearest intersection to the proposed sign location
is Fair Drive/Newport Boulevard Frontage Road at approximately 550 feet.
The ADT on Fair Drive at this location is approximately 24,000 vehicles per day. The poles will
be located within the parkway areas on both sides of Fair Drive. The distance between the poles
for the potential streetwide banner is approximately 90 feet. Attachment 3 provides additional
details and photographs of this location.
4. Adams Avenue West of Albatross Drive:
A streetwide banner on Adams is proposed only for the eastbound direction approximately 550
feet west of Albatross Drive. Adams Avenue has three lanes in each direction with a raised
median in the vicinity of the proposed banner sign. There are adjacent residential properties on
both sides of Adams Avenue at this location.

The ADT on Adams Avenue at this location is approximately 39,000 vehicles per day. One pole
for the banner is proposed in the landscaped median area in the vicinity of a City entry sign and
the other on the south side is proposed in the parkway area. The distance between the poles for
the potential streetwide banner is approximately 42 feet. Attachment 4 provides additional details
and photographs of this location.
5. Harbor Boulevard South of Gisler Avenue:
A streetwide banner is proposed only for the southbound direction on Harbor Boulevard,
approximately 400 feet south of Gisler Avenue. Harbor Boulevard has three lanes in each
direction with a landscaped median at this location. The proposed location is adjacent to
commercial property that is undergoing renovation and will be determined based on final
determination of driveway locations.
The ADT on Harbor Boulevard at this location is approximately 59,000 vehicles. One pole will be
located in the median area and another one along the westerly curb. Adequate width is available
to maintain sidewalk access per ADA requirements. The distance between the poles for the
potential streetwide banner is approximately 42 feet. Attachment 5 provides additional details
and photographs of this location.
The streetwide banners will be required to meet the minimum street clearance of 17 feet from the road
surface. The poles for attaching the banners are proposed to be made of galvanized steel and will be
designed to meet wind loads of 100 miles per hour, as required for street lights and traffic signals. The
proposed height of the pole is 30 feet, and the anticipated pole dimensions are eight inches at the base
and tapering to four inches at the top. The foundation for the pole is 30 inches in diameter and
approximately seven feet deep. Prior to implementation of the project, further engineering analysis will
be required to confirm the foundations, review of utilities, potential impacts with adjacent business signs,
etc.
ALTERNATIVES CONSIDERED:
The City Council may direct staff to further review and design some or all locations for streetwide
banners. Staff will then proceed to the design phase on the selected locations. Another alternative
the City Council may consider is to not proceed with streetwide banners at any of the locations
provided in this report. If the City Council is interested in pursuing other locations, staff will review and
present other locations for City Council consideration at a future meeting.
FISCAL REVIEW:
The cost for potential streetwide banners is estimated as follows:
The structural design of the poles and the location will be conducted by in-house resources. The
procurement, construction, and installation of banner poles for each location (two poles) is estimated
to be $20,000.
Vinyl Street Banners — The estimated cost is $2,000 to $5,000 depending on the size, content, color,
etc.
The poles for banner location on Harbor Boulevard north of Newport Boulevard could potentially be
funded by Redevelopment Agency funds through City Council authorization. At other locations, the
funding source is not determined at this time. Staff will look into a variety of potential funding sources.
Funding for vinyl street banners would be expected from event organizers and will be administered per
the Streetwide Banner Policy adopted on February 1, 2011.

CONCLUSION:
On February 1, 2011, the City Council adopted Streetwide Banner Policy 500-16, establishing the
requirements for placement of streetwide banners that promote civic and other activities that are of
interest to Costa Mesa residents and visitors. The proposed streetwide banners typically span the entire
street and would be supported by permanent galvanized steel poles.
Several locations were reviewed for consideration of streetwide banner placement. Criteria used in the
review included the visibility of banners to a larger number of residents and visitors, street geometrics,
adjacent land uses, accident history, and availability of adequate right-of-way. Based on this review, five
locations were selected for City Council consideration. Following City Council approval of the locations,
as well as priority, design of banner poles would be initiated. Staff is also requesting City Council
direction on funding for the procurement and construction of poles for streetwide banners.
