1. Approve the attached resolution (Attachment 1) for the submittal of a grant application to
the California Department of Water Resources for Stormwater Flood Management Grant
funding for the Industrial Way Water Quality and Storm Drain Improvement Project.
2. Authorize the Department of Public Services Director as the City's representative.
BACKGROUND:
In November 2006, California voters passed Proposition 1E, the Disaster Preparedness and
Flood Prevention Bond Act, which provides $300,000,000 (PRC §5096.800-5096.967) for
Integrated Regional Water Management (IRWM) Stormwater Flood Management. The grant
application is due April 15, 2011, and the grant awards will be made in September 2011.
ANALYSIS:
The grant application for the Industrial Way Water Quality and Storm Drain Improvement Project
will request funding to upgrade the storm drain system in the watershed located between
Placentia Avenue, West 191h Street, Newport Boulevard, and West 16'h Street, and enhance the
quality of the runoff into the Lower Newport Bay. The current storm drain system was
constructed decades ago and is significantly undersized for the current runoff volumes
generated by storm events during the wet season, which lead to flooding of the surrounding
neighborhoods.
On March 15, 2011, City Council approved a consultant agreement to move forward with the
preliminary engineering phase for these upgrades.
If grant funding is approved, construction would begin in late 2012 with completion estimated to
occur by 2014. To apply for these grant funds a resolution approving the filing of an application is
required.
ALTERNATIVES CONSIDERED:
If the Council chooses not to submit a grant application for this project, staff will continue to pursue
other grant programs and alternative funding for these Master Drainage planned upgrades.
FISCAL REVIEW:
There is no fiscal impact at this time to submit this grant application.
There is a 50 percent match required for this grant program. The grant funding request will be
for $1.65 million. If staff is successful in capturing the grant funding, the City would provide the
required funding match with revenues from the Drainage Fund and in-kind cost of staff to
manage the project and administer the grant for a total project cost of $3.3 million.
LEGAL REVIEW:
The proposed resolution is approved as to form.
CONCLUSION:
It is recommended that the Council approve the filing of a grant application to the California
Department of Water Resources for Stormwater Flood Management Grant funding for the
Industrial Way Water Quality and Storm Drain Improvement Project and authorize the Director
of Public Services as the City's representative.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
APPROVING THE APPLICATION FOR GRANT FUNDS FROM CALIFORNIA
DEPARTMENT OF WATER RESOURCES TO OBTAIN STORMWATER FLOOD
MANAGEMENT GRANT FUNDS FOR THE INDUSTRIAL WAY WATER
QUALITY AND STORM DRAIN IMPROVEMENT PROJECT
WHEREAS, California voters pass Proposition 1 E, the Disaster
Preparedness and Flood Prevention Bond Act, which provides $300,000,000
(PRC §5096.800-5096.967) for IRWM Stormwater Flood Management.; and
WHEREAS, Stormwater Flood Management Grants are designed for
projects that manage stormwater runoff to reduce flooding and are ready, or
nearly ready, to proceed to implementation.; and
WHEREAS, the applicant will enter into a contract with the State of
California to complete the project(s);
NOW, THEREFORE, BE IT RESOLVED that the Costa Mesa City Council
hereby:
Approves the filing of an application for the Stormwater Flood
Management Program; and
Certifies that said applicant has or will have available, prior to
commencement of any work on the project included in this application, the
required match and sufficient funds to complete the project; and
Certifies that the applicant has or will have sufficient funds to operate and
maintain the project(s), and
Certifies that the applicant has reviewed, understands, and agrees to the
provisions contained in the contract shown in the grant administration
guide; and
Delegates the authority to the Director of Public Services to conduct all
negotiations, execute and submit all documents, including, but not limited
to applications, agreements, amendments, payment requests and so on,
which may be necessary for the completion of the project.
