RECOMMENDATION:
1. Accept the work performed by Christopher R. Morales, Inc. and authorize the City Clerk to file the
Notice of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful
Performance Bond seven (7) months after the filing date; and release the retention monies 35
days after the Notice of Completion filing date.
BACKGROUND:
On August 27, 2010 a construction contract in the amount of $107,677.00 was awarded to Christopher R.
Morales, Inc., 155 North Eucla Avenue, San Dimas, California, 91773. The scope of work for this project
consisted of:
• Upgrading of the signal phasing to incorporate protected -permissive left -turn signal indication on
Placentia Avenue along with the installation of new poles with mast -arms on 17th Street to allow
for greater visibility of the signal heads.
• Upgrading of the crosswalk markings, safety lighting, and signage to improve recognition of
pedestrian crossing conditions.
• Installing of new count -down pedestrian heads and vibral-tactile pedestrian push buttons to assist
pedestrians for the appropriate crossing intervals.
• Installing of new electronic signs with radar speed feedback along Placentia Avenue to alert
motorists of the speed limit and to reduce speeding.

Before Construction
ANALYSIS:
Construction Completed
The work required by the contract documents was completed on February 25, 2011, to the satisfaction of
the City Engineer. The final contract cost amounted to $104,161.00. A report of the final costs is shown
herein as Attachment "1" and a summary of the costs is as follows:
Original Contract Cost:
$107,677.00
Change Order No. 1
($ 3,516.00)
Final Contract Cost:
$104,161.00
Change Order No. 1 included temporary work required due to relocation of a water meter; relocation of
two existing pull -boxes from the ADA access ramp area; troubleshooting existing faulty wiring; and credits
for deletion of portions of contract work within the controller cabinet and the deletion of installation of the
battery backup system (both due to incompatible existing cabinet conditions). The final contract price
reflects a 3.26 percent decrease to the original contract as a result of the aforementioned change order.
As of this date, there are no Stop Notices filed against the monies due to Christopher R. Morales, Inc.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
The project costs were funded with Federal Highway Safety Improvement Program (HSIP) and Air
Quality Improvement funds.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The traffic signal modifications at Placentia Avenue and 17th Street, Federal Project No. HSIPL-5312
(073), City Project No. 09-26, have been completed. It is recommended that the City Council
authorize staff to file the Notice of Completion; release the remaining retention monies 35 days after
the Notice of Completion filing date; and release the bonds accordingly.
