RECOMMENDATION:
1. Accept the work performed by All American Asphalt and authorize the City Clerk to file the Notice
of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful
Performance Bond seven (7) months after the filing date; and release the retention monies 35
days after the Notice of Completion filing date.
BACKGROUND:
On October 19, 2010 a construction contract in the amount of $248,403.00 was awarded to All American
Asphalt, Post Office Box 2229, Corona, California, 92878.
The scope of work for this project consisted of full -depth removal and reconstruction of the asphalt
concrete pavement section on Wilson Street; removal and reconstruction of damaged curb, gutter,
sidewalks, and driveways; traffic control; striping and pavement markings as required by the contract
documents.

ANALYSIS:
The work required by the contract documents was completed on January 12, 2011, to the satisfaction of
the City Engineer. The final contract cost amounted to $245,516.10. A report of the final costs is included
herein as Attachment "1 ".
A summary of the costs is as follows:
Original Contract Cost: $248,403.00
Change Order No. 1 $ 279.61
Final Quantity Adjustments ($ 3,166.51)
Final Contract Cost: $245,516.10
Change Order No. 1 included adding one thermoplastic legend on Wilson Street and the extra work to
refresh existing thermoplastic markings on Newport Boulevard.
The final contract price reflects a 1.1 percent decrease to the original contract as a result of the
aforementioned change order and quantity adjustments.
As of this date, there are no Stop Notices filed against the monies due to All American Asphalt.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
This project was funded entirely with Federal American Recovery and Reinvestment Act (ARRA)
funds.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The rehabilitation of Wilson Street (from Fairview Road to Newport Boulevard), Federal Project No. ESPL-
5312 (079), City Project No. 10-08, has been completed. It is recommended that the City Council authorize
staff to file the Notice of Completion; release the remaining retention monies 35 days after the Notice of
Completion filing date; and release the bonds accordingly.
